Your request

  1. The total number of buildings that currently have Aluminium Composite Material (ACM) cladding - the same type that significantly contributed to the Grenfell Tower fire.

  2. Of these:

    • How many are residential (e.g., flats or houses)?

    • How many exceed 18 metres in height?

    • How many have had funding approved for remediation?

    • How many have begun or completed remediation (please specify stages).

  3. If possible, please provide anonymised data or a list of affected buildings, categorised by building type and ownership (e.g., council-owned, housing association, private leasehold).

Our response. 

There are currently 20 buildings within the Building Safety Fund (BSF) that have confirmed ACM. This is spread amongst 16 applications, as some applications contain multiple buildings. The GLA also administers two other remediation funds, the Private Sector Cladding Remediation Fund (PSCRF) and the Social Sector Cladding Remediation Fund (SSCRF). All applications within both these funds contain ACM. For PSCRF, the number of applications is 73. In the SSCRF, it is 67. We do not have separate building counts for these funds.

It is very important to note that these numbers cover only the buildings that have applied for remediation funding – we do not have the numbers for every building in London that has ACM cladding.

  • How many are residential (e.g., flats or houses)? All are residential

  • How many exceed 18 metres in height? All are over 18m

  • How many have had funding approved for remediation? Building Safety Fund – of the 16 applications noted above, 8 have had full works & costs approved by MHCLG. Three other applications have been transferred to the original developer to remediate, as part of the developer pledge commitment, whereby some developers have agreed to remediate life critical fire safety works in buildings over 11 metres that they have played a role in developing or refurbishing over the last 30 years in England.
    Private Sector Cladding Remediation Fund – of the 73 applications noted above, 67 have had funding approved by MHCLG. Of the remainder, 1 has been found to be ineligible for funding, 4 are transferring to the developer.
    Social Sector Cladding Remediation Fund – of the 67 applications noted above, all have had funding approved by MHCLG.

  • How many have begun or completed remediation (please specify stages). Building Safety Fund – 6 applications have commenced works. 2 have completed works. We do not have information on the three developer pledge applications.
    Private Sector Cladding Remediation Fund – 57 applications have completed works. The remainder are on site, apart from those noted above.
    Social Sector Cladding Remediation Fund – 20 applications have commenced works. 46 applications have completed works.

Please note that the locations of specific households/buildings are exempt from disclosure under Regulation 13 (Personal information) of the EIR. Information that identifies particular addresses constitutes as personal data which is defined by Article 4(1) of the General Data Protection Regulation (GDPR) to mean any information relating to an identified or identifiable living individual. It is considered that disclosure of this information would contravene the first data protection principle under Article 5(1) of GDPR which states that Personal data must be processed lawfully, fairly and in a transparent manner in relation to the data subject.

GLA cannot release any information that may identify the buildings in these funds therefore a list of the affected buildings cannot be provided.

We can confirm that of the applications registered with the GLA’s remediation programmes any buildings registered with the Social Sector Cladding Remediation Fund have social landlords as their responsible entities (Housing Associations and Local Authorities) whilst any applications registered with the Private Sector Cladding Remediation Fund or Building Safety Fund have private leaseholds.
