Background
The challenge
The Mayor of London must draft, consult on and publish a Police and Crime Plan within the financial year they are elected (by the end of March 2025).
This plan sets out the Mayor’s priorities for policing and community safety in the city for their term in office. Key areas for action include:
- reducing violence and criminal exploitation
- increasing trust and confidence in the Metropolitan Police Service (MPS)
- improving the justice system and supporting victims.
This is your chance to share:
- your views on the draft Police and Crime Plan
- your wider thoughts on crime and justice in London.

Our approach
The Mayor’s Police and Crime Plan sets out his priorities for policing and community safety in London for the next four years.
We consulted key stakeholders including the Metropolitan Police Service to develop this draft Plan.
You can:
- read the draft Police and Crime Plan, or
- read the Easy Read version of the draft Police and Crime Plan.
We are now seeking the views of Londoners on the proposals made in the draft Plan to inform the final version. This will be published before the end of March 2025.
To ensure we hear from as many Londoners as possible, we are also:
- carrying out polling with a representative sample of Londoners
- running workshops and consultation events with a wide range of stakeholders and community groups
- accepting written feedback via email.
After the consultation closes, we will consider the feedback before publishing the final version of the Police and Crime Plan.

About MOPAC
The Mayor's Office for Policing and Crime (MOPAC) is headed by Sadiq Khan, Mayor of London.
He appointed Kaya Comer-Schwartz as Deputy Mayor for Policing and Crime (DMPC). She takes on the day-to-day responsibility for MOPAC and is accountable to the Mayor for:
- the delivery of the Police and Crime plan
- ensuring oversight of the police
- driving effective criminal justice and crime reduction services across London.
MOPAC is the strategic organisation tasked with devising the Police and Crime Plan and ensuring that it is delivered over four years.
