The challenge

The Inclusive Talent Strategy is a key action of the Mayor’s London Growth Plan, which was published earlier this year. It will set out how London will grow a skilled workforce and get more Londoners into high-quality jobs and make it easier for employers to get the talent they need.  

The current system—spanning skills, employment, careers —is fragmented and difficult to navigate. Different services work separately and do not always talk to each other. Because of this, employers often struggle to find the skills they need, and Londoners miss out on opportunities.

The Inclusive Talent Strategy is London’s response to this challenge. It will set out a bold vision for a joined-up system that enables all Londoners to participate in and benefit from the city’s growth.  

City Hall and London Councils want to better understand how to improve the current system, and what changes Londoners want to see.


Our approach

Throughout June and July, City Hall and London Councils are consulting with Londoners and stakeholders to help develop the strategy.

Alongside the conversation on Talk London, the team are talking to: 

  • representatives from boroughs  
  • education and training providers
  • employers in key sectors
  • trade unions  
  • community organisations  
  • government agencies, and  
  • business groups. 

We’re also encouraging stakeholders to respond to the consultation on London.gov.uk. 

We will analyse feedback over the summer, with the final strategy due to published this autumn.

About the policy team

The Skills and Employment team works to deliver the Mayor’s priorities for jobs and skills in London. 

They work to: 

  • make sure all Londoners can access the education and skills they need to progress at work
  • support Londoners to access careers and employment guidance
  • meet the needs of London’s economy and employers, today and tomorrow
  • deliver a strategic city-wide technical skills and adult education offer.  

Morwenna, Adam, and Alison from the team will be reading your survey responses and discussion contributions. 

London Councils represents the 32 London boroughs and the City of London Corporation.   

The boroughs work together through London Councils to: 

  • create a fairer, more prosperous city for all Londoners 
  • support Londoners that are out of work to find jobs
  • ensure London boroughs have a shared vision with opportunities for all Londoners.
