The Mayor of London, Sadiq Khan, has published his draft spending plans for the Greater London Authority (GLA) Group. Tell us what you think.
The proposed 2022–23 GLA Group budget aims to get London back on its feet and recover from the pandemic. It centres around the Mayor’s priorities and the issues that matter most to Londoners:
- investing more in the police
- supporting our transport network
- building more genuinely affordable homes for Londoners
- supporting businesses during this difficult time
- skilling up Londoners for well-paid jobs
- tackling air pollution and the climate emergency
- providing more opportunities for young Londoners to reach their full potential.

The pandemic continues to create financial challenges and uncertainty. On top of that, a lack of government funding to support key public services is seriously impacting the GLA Group. It particularly affects Transport for London (TfL), the Met Police and London Fire Brigade.
That is why the Mayor is proposing to increase council tax next year by £31.93 a year on average (or £2.66 per month). This is a similar increase to last year, and it includes:
- A £20 increase to help prevent the collapse of TfL. This was forced by the government to raise additional revenue to make up for the lower fare income following the pandemic.
- A £10 increase to raise an additional £38.5 million for the Met Police. This will be used to fund frontline police officers, to tackle serious violent crime and violence against women and girls, and to support crime prevention programmes.
- A £1.93 increase to support London Fire Brigade to ensure it can quickly respond to major fires and make the changes needed after the Grenfell Tower Inquiry.
To build a brighter and better future, the proposed spending plans include:
- £874 million to support the Met Police and £421 million for London Fire Brigade. This will keep London safe by being tough on crime and the causes of crime and ensuring the Met and London Fire Brigade have the resources they need to serve Londoners effectively.
- £4 billion to continue building the affordable housing London needs over the period 2021–26.
- £2 billion to support TfL through the financial crisis caused by the pandemic.
- Just over £350 million to directly support London’s economy and skill up Londoners in 2022–23.
- On average £20 million a year to develop a Green New Deal over the next three years. The deal will focus on decarbonising our city and supporting the creation of tens of thousands of new jobs, as well as continuing our work to clean up London’s toxic air and tackle climate change.
- £13 million in 2022–23 to develop a New Deal for Young People, who are among the hardest hit by this crisis. This will create opportunities and support to ensure every young person can get on and make the most of their talents.

He is ‘playing’ with my contributions & therefore I have a right to ask for full transparency on cost of cancellation and to find a greener way to travel. This is in the public interest.
Show less of commentAlso in the public interest, especially for the people of Newham and Greenwich, is the right to clean air. This new tunnel will draw more HGVs to the area. There are business enterprise zones either side of tunnel entrances and let’s be clear, the businesses already established there and which want to expand are dirty waste sites (Sivyer and RMS, companies which have no respect for those living nearby). The GLA wants also to increase housing in these areas but how can residential be constructed right next to such industries?
Sadiq Khan must go back to the drawing board and truly fight for clean air.

Dangerous cladding removal must be expedited.
London is still a car centric city, cycle lanes great in some places and terrible in others, much work urgently required here to massively increase and improve cycle paths.

Community Member 3 years agoPlease support all of the Green Party priorities, except for increased funding for the police. We need to tackle the causes of crime and homelessness, not criminalise everyone. The Silvertown Tunnel will just increase traffic and pollution.

Costs like children’s health cannot be measured financially. Adding a new road for HGVs into the highly polluted borough’s of Greenwich and Newham has a health cost. Adding carbon intensive building project for fossil fuel vehicles has a cost in terms of global warming. Spending £2.2bn making the air quality and carbon emissions worse is irresponsible when we desperately need new river crossing for cargo bikes, cyclists and active travel, and well as money spent supporting our precious public transport. Here in Greenwich and across the river in Newham there is huge cross party support for scrapping the Silvertown Tunnel so well done to Greens for holding the Mayor to account on climate and air quality. He talks the talk, he must be made to walk the walk.

That's local democracy - we elected them to carry out their job of scrutiny of the Mayor's decisions, and they must be given the info to do this!
Beware the sunk costs fallacy! However steep the cancellation costs they will be a lot less than the cost of continuing with the build, with all the negative consequences for London's climate targets and for people in east and south-east London. Newham is already one of the most polluted boroughs; the tunnel's induced traffic and bigger HGVs will completely jam already congested feeder roads in all nearby boroughs, bringing extra pollution past homes and schools. Why is it always diverse populations who get exposed to bad air?
Instead, put money into the things the Mayor says he cares about, like cross-river provision for cyclists, cargo bikes and pedestrians. Cargo bikes can't cross the river at all and cyclists have to carry their bikes up and down the stairs at Greenwich foot tunnel because the lifts never work - so lots of them can't cross either. So far he's done the exact opposite of what he says, committing £2.2bn of our money to a 1970s style road tunnel and a tiny fraction of that amount to clean air, cycling etc.
The Mayor is always demanding courageous climate and clean air action of others. It's time he walked the walk. If he does, he'll get big credit for it.

Show full commentThe Resident Empowerment Fund is such a crucial initiative in a city where rents are skyrocketing and an increasing number of people are at risk of falling into dire housing situations. People living in council flats should not be at the mercy of the whims of private developers deciding on the profitability of people's living situation. Furthermore, tragedies like Grenfell have shown the need to place people and communities first before profit incentives. The race to the bottom that is the housing crisis currently raging in London must be addressed. Furthermore, the Police should be defunded and money invested into the communities, most crime comes from poverty, and increasing police budgets while decreasing all over social spending only increases crime and violence. Increasing the police budgets further is such a ridiculous idea that only caters to the right-wing fantasies of law and order which is a thinly veiled disguise for control and uniformity.

There is a serious shortage of secure on street parking for cycles in London, and this together with the fact that many Londoners do not have the space to keep a bike at home, is one of the factors deterring people from owning and using a bike

TfL is in serious funding trouble and yet a vast amount is planned to be spent on the Silvertown Tunnel project which is highly controversial because it will worsen already dangerous air pollution and also encourage car travel and greenhouse gas emissions.

More investment in accessible public toilets and safe pedestrian crossings on major roads. As a parent this has been an issue for years. It’s nearly impossible to find safe, clean toilet facilities that I can access with a pushchair.

Show full commentAs a manager of couriers at a central London courier company, which provides London's citizens and businesses with an essential service, I ask that the Mayor recognise that my workers have the right to access publicly provided toilets. Access to free toilets is something that most people take for granted but is not available to my workers, causing them discomfort and humiliation daily. Even though my workers can use the toilets at our offices, it is not always possible for my workers to get anywhere near our offices during their working day. I am sure that workers in other sectors such as drivers of taxis & minicabs, builders and others would also welcome access to free toilets.
