The proposed 2022–23 GLA Group budget aims to get London back on its feet and recover from the pandemic. It centres around the Mayor’s priorities and the issues that matter most to Londoners:  

  • investing more in the police  
  • supporting our transport network  
  • building more genuinely affordable homes for Londoners 
  • supporting businesses during this difficult time 
  • skilling up Londoners for well-paid jobs 
  • tackling air pollution and the climate emergency 
  • providing more opportunities for young Londoners to reach their full potential.

The pandemic continues to create financial challenges and uncertainty. On top of that, a lack of government funding to support key public services is seriously impacting the GLA Group. It particularly affects Transport for London (TfL), the Met Police and London Fire Brigade.    

That is why the Mayor is proposing to increase council tax next year by £31.93 a year on average (or £2.66 per month). This is a similar increase to last year, and it includes: 

  • A £20 increase to help prevent the collapse of TfL. This was forced by the government to raise additional revenue to make up for the lower fare income following the pandemic.
  • A £10 increase to raise an additional £38.5 million for the Met Police. This will be used to fund frontline police officers, to tackle serious violent crime and violence against women and girls, and to support crime prevention programmes.
  • A £1.93 increase to support London Fire Brigade to ensure it can quickly respond to major fires and make the changes needed after the Grenfell Tower Inquiry.

To build a brighter and better future, the proposed spending plans include: 

  • £874 million to support the Met Police and £421 million for London Fire Brigade. This will keep London safe by being tough on crime and the causes of crime and ensuring the Met and London Fire Brigade have the resources they need to serve Londoners effectively. 
  • £4 billion to continue building the affordable housing London needs over the period 2021–26.  
  • £2 billion to support TfL through the financial crisis caused by the pandemic.
  • Just over £350 million to directly support London’s economy and skill up Londoners in 2022–23.
  • On average £20 million a year to develop a Green New Deal over the next three years. The deal will focus on decarbonising our city and supporting the creation of tens of thousands of new jobs, as well as continuing our work to clean up London’s toxic air and tackle climate change.
  • £13 million in 2022–23 to develop a New Deal for Young People, who are among the hardest hit by this crisis. This will create opportunities and support to ensure every young person can get on and make the most of their talents.

Building new roads during the climate emergency is irresponsible and catastrophic to Londoners. Every day I see tweets from the Mayor's office about tackling poor air quality in London but building the Silvertown tunnel will make it far worst and adversly affect the most vulnerable in society.

Although tackling homelessness is stated to be a priority, there is no information provided in this budget about what is being done about it. It is described as a 'long-term ambition' to eliminate homelessness. This suggests that there is absolutely no sense of urgency about this and it is not being treated as an emergency that requires emergency action today. It is completely unacceptable that there are homeless people sleeping on the streets in a civilised and wealthy country. These people are liable to suffer from hypothermia, or other diseases including the coronavirus, and die if they are not put into hotels by this evening at the absolute latest. They are also vulnerable to personal attacks and exploitation. During the pandemic homeless people were given accommodation and this should not have been stopped. If the Mayor states this is his priority it must be done now before any money is spent on anything else. It is not good enough to say that more affordable housing will be built for Londoners by 2023. By that time many of the people will be dead. The homeless rough sleepers need urgent medical care and help with their addictions and social and mental problems to be helped into employment. It is not good enough for the Mayor to appeal for funds for this. The Mayor is not a charity. It is the duty of the Mayor who was elected on a ticket of stopping homelessness, to spend the public money which he administers primarily and first and foremost for immediate measures to end this homelessness crisis once and for all. Nothing else is nearly as important as this. This can be done by supporting charities working in this field, and requiring the London Boroughs to do more through their homeless persons units which are often not prioritised and are understaffed and short of funding.

I agree with the funding plans for affordable housing, London Fire Brigade, TfL, support for London's economy and Londoners' skills, and spending on the Green New Deal.

The Silvertown Tunnel should be cancelled.

1. The Silvertown Tunnel - The Silvertown Tunnel benefits are speculative and full details of cancellation costs shoud be published. London is facing significant changes in population, mobility options and work profile. In addition the climate crisis demands fewer cars (including electric). Investment must be prioritised in mass transit. The Silvertown Tunnel is misallocation of public funds and breaches the fiduciary duty. I will not vote for any administration or members who pass any expenditure on this project and will campaign for others to do so if it is.

2. The OPDC budget has not been justified and little demonstration of progress has been made. The GLA should reduce this overhead and seek to re-validate the core purpose of this organisation rather than continue to haemorraghe costs.

3. The Affordable Homes Programme has failed to deliver. The proposals for a resident empowerment fund to support co-design and solutions with community consent to achieve genuine affordable homes - the poor track record of many London councils with delay, risk management and lack of capacity requires a new business model as recognised in the GLAs "Delivering Quality Homes" work. GLA cross-subsidy is not cost effective and proven to have failed.

I want to see the following measures included:

A new resident empowerment fund to help more Londoners have a say over their homes and local areas - my area will be transformed by the Canada Water Masterplan, yet our local community did not have any real resources available to it to critique this multi-billion investment. Other communities should be given support to properly assess planning applications that can run to many thousands of pages;

A fund to support the thousands of Londoners with dangerous cladding facing worry and expense - no-one who bought their home in good faith should face losing it over this issue;

Details of the potential cancellation cost of the Silvertown Road Tunnel to be released, to enable a debate about this project during the final budget meeting - I have seen no evidence that cancelling this would not be value-for-money. They Mayor needs to be open and transparent on the commitment he has (I would say wrongly) made under this contract;

More investment in accessible public toilets and safe pedestrian crossings on major roads - as someone who does not own a car, I want to see active travel made easier and safer, which these two improvements would do.

I am in favour of paying more for better services, BUT I have no confidence that the current administration is spending the budget in the most economical way.
For example, the Silvertown Tunnel is a huge expense that will return very little to Londoners and will have an adverse effect on air quality.
Simply take a more economical approach and toll the existing crossings to reduce unnecessary travel and invest in other crossings that provide an alternative to motor vehicle journeys.
The Silvertown Tunnel must be paused and the Mayor be honest about the financial mistake he has made commiting to it.

Spending £874 million to support the Met Police and only £20m on a Green New Deal shows the Budget doesn’t really tackle the essential issue of our time, the climate emergency. There is something rotten at the heart of our policing, in the culture within the force, and that needs to be rooted out before large amounts are spent on it. I know we have a terrible problem with knife crime, but bobbies on the beat aren’t a quick fix for this.

A new resident empowerment fund to help more Londoners have a say over their homes and local areas, to tackle the issues and support youth away from drugs crime via youth services including clubs is vitally important.

The thousands of Londoners with dangerous cladding facing worry and expense needs to be addressed properly and quickly before we have another Grenfell.

Details of the potential cancellation cost of the Silvertown Road Tunnel need to be released, to enable a debate about this project during the final budget meeting with a view to its urgent cancellation. It will simply create pollution by encouraging more traffic.

More investment in accessible public toilets and safe pedestrian crossings on major roads are simple, urgent and practical things which will help Londoners daily lives and which should be included in the budget.

If the mayor is serious about air quality and climate change and he wants his “green” legacy to live up to his current talk this has to happen.

The significant investment in a project that sends HGVs and a higher volume of traffic through areas which already are dangerously polluted will make air quality worse for everyone in London but especially some of the poorest in our city.

This kind of investment could entirely transform London into somewhere safe for children and adults to breathe, safe to cycle and walk and pay for segregated cycling infrastructure, low traffic neighborhoods, public transport and much more.

My biggest concern is Silvertown Tunnel. Living in SE London, we don’t need a new tunnel with a fast track lane for HGVs passing through the borough. If will increase motor traffic in direct contravention on the net zero strategy. Instead, a small fraction of the cost could pay for a new pedestrian / cycle crossing east of Tower Bridge. I’d rather money is set aside for Silvertown Tunnel cancellation costs, and add a toll on Blackwall Tunnel to help pay towards public transport and active travel.

The plan is well thought out and could also take into consideration the safety and the well being of the older generation, the most vulnerable, the disadvantaged, the excluded, and those living below the poverty line, who are exposed to a hardship more than anyone else , caused by the Covid pandemic and more.
And, what particular actions and measures are envisaged to strenghten the budget via economising on non-essential spending and compounding the earnings by actively investing on the stock exchange, providing for a contingency fund to withstand any unforseen disaster, rather than desperately trying to patch up the gaps in the aftermath, the latter being costly, burdening unnecessary the society at large.That of course happens in the long run , the priority being enhancement of the economy as a whole, and in times difficult and challenging , to prevent or avoid the escallation of inflation.The test whether the proposed plan is in line with a desired path to a prosperity for all will be in the visible improvement on our roads,in the quality of service , in a society free of anti-social behaviour , violence and the like. To that end, a helping hand from all voluntary organizations in our community could be a big plus.

It cannot make sense to be adding more very expensive space for cars on our roads when the policy is to reduce traffic and pollution and carbon emissions.Please tell the London Assembly the savings that will result from cancellation of the construction of the Silvertown Tunnel. Please also provide them with the business case and environmental case for just tolling the Blackwall Tunnel instead, so traffic and pollution and jams will reduce, and not building the Silvertown Tunnel at all.

I am completely against the Silvertown Tunnel and welcome a clear costing for and the cancelling of the Silvertown Tunnel, including how much would be saved by cancelling the tunnel. This is a project that that puts our environment and people's lives on pur poorest boroughs at risk. The current media programme for and push for a greener and environmental sustainable message from the Mayor and City Hall do not match the actions of continuing with the Silvertown Tunnel.

A greater emphasis needs to be placed on mitigating the impact of climate including preparing for a significant rise in sea level by 2050. Public transport needs to be improved so that people are less reliant on cars.
Following the disastrous handling of the Sarah Everard vigil and Downing Street parties there needs to be a root and branch overhaul of the institutionally corrupt Metropolitan Police with no increase in funding unless they commit to reforming themselves.

TfL- - you wouldn't need such a big increase if you didn't have zillions of the same advert on commercial radio, often 3 times in an hour, for months at a time.
TfL+ - you should spend more however on customer service, so to address issues properly, not dashing off some standard gumph on the general subject, missing the point.
LFB - you wouldn't need so much if they didn't send 5-6 appliances to an incident when the first responders have already ascertained it's nothing major, with them still turning up for ages after.
I strongly support more public loos.
I strongly support money for independent resident empowerment, & e.g. so local authority aren't incentivised to pick a poor/biassed organisation to do it.
We need to have the Silvertown mega-tunnel cancellation/downsizing costs in the public domain.

I very much support the proposed amendment to release the costs (and future savings) of cancelling the Silvertown Tunnel. This project seems utterly absurd, for reasons of climate, air pollution and disadvantaging those in some of the poorest areas. The option of cancelling it must be seriously considered.

I think that the increased funding to the Met Police should be subject to an organisation-wide overhaul of hiring, training and reporting practices to tackle what appear to be serious systemic problems of racism and sexism. Currently, increasing funding of the Met in order to tackle violence against women and girls seems very much like a self-contradictory measure given the many cases of Met staff perpetuating that very problem themselves. It's not fit for purpose and it needs a serious overhaul.
