Have your say on London's budget for 2022–23

The Mayor of London, Sadiq Khan, has published his draft spending plans for the Greater London Authority (GLA) Group. Tell us what you think.

The proposed 2022–23 GLA Group budget aims to get London back on its feet and recover from the pandemic. It centres around the Mayor’s priorities and the issues that matter most to Londoners:

  • investing more in the police
  • supporting our transport network
  • building more genuinely affordable homes for Londoners
  • supporting businesses during this difficult time
  • skilling up Londoners for well-paid jobs
  • tackling air pollution and the climate emergency
  • providing more opportunities for young Londoners to reach their full potential.

Find out more about what’s in the 2022–23 GLA Group draft budget below and have your say in the discussion at the end.

The pandemic continues to create financial challenges and uncertainty. On top of that, a lack of government funding to support key public services is seriously impacting the GLA Group. It particularly affects Transport for London (TfL), the Met Police and London Fire Brigade.

That is why the Mayor is proposing to increase council tax next year by £31.93 a year on average (or £2.66 per month). This is a similar increase to last year, and it includes:

  • A £20 increase to help prevent the collapse of TfL. This was forced by the government to raise additional revenue to make up for the lower fare income following the pandemic.
  • A £10 increase to raise an additional £38.5 million for the Met Police. This will be used to fund frontline police officers, to tackle serious violent crime and violence against women and girls, and to support crime prevention programmes.
  • A £1.93 increase to support London Fire Brigade to ensure it can quickly respond to major fires and make the changes needed after the Grenfell Tower Inquiry.

To build a brighter and better future, the proposed spending plans include:

  • £874 million to support the Met Police and £421 million for London Fire Brigade. This will keep London safe by being tough on crime and the causes of crime and ensuring the Met and London Fire Brigade have the resources they need to serve Londoners effectively.
  • £4 billion to continue building the affordable housing London needs over the period 2021–26.
  • £2 billion to support TfL through the financial crisis caused by the pandemic.
  • Just over £350 million to directly support London’s economy and skill up Londoners in 2022–23.
  • On average £20 million a year to develop a Green New Deal over the next three years. The deal will focus on decarbonising our city and supporting the creation of tens of thousands of new jobs, as well as continuing our work to clean up London’s toxic air and tackle climate change.
  • £13 million in 2022–23 to develop a New Deal for Young People, who are among the hardest hit by this crisis. This will create opportunities and support to ensure every young person can get on and make the most of their talents.

* Defund the inexcusable Silvertown Tunnel
* Invest in the environment, nature, and climate change policies
* Invest in employing people in the environmental sector

Yes, stop the Silvertown Tunnel and stop building giving approval for 1 000s of high-rise tower blocks. Enact a London-wide ban on converting front gardens to hard standing, and enforce it!!!

Also, funding for the Met seems ill-placed given the current priorities of the govt (eg focus on eco protestors) and disasterous response to the Sarah Everard case & protests. Would be better spend in communities on schemes to prevent people getting involved in crime, eg skills, wraparound care.

Exactly when I voted for the mayor years ago I thought a mayor not all the rest of the GLA we were not told at the time and thought it was just 1 person why do we need all these people we have our own councillors in our boroughs

Let the individual councils do a lot of this stuff. Why does the GLA have to get involved? Local councillors know local needs better than the mayor’s office. Too much wastage in the central group. Too many layers of government.

I don’t think anyone on this site could be under the impression there comments reach the people they are aimed at and if they did do they fall on deaf ears.

I wrote a comment on London’s noise levels, deafening motorcycle exhausts at the top of that comment, why noise levels are not measured on Mot tests. 11 comments came back all agreeing just 11.
CO2 in London does not kill thousands of people, we hardly know it’s there, you may say don,t talk rubbish. Well in my job I test for CO2 levels for various situations, I have never found a level near its limits for concern, yet noise levels have never been monitored.
If you sit on your balcony in your garden eat alfresco maybe, you must have even if you didn’t mention it thought shit it’s noisy or you had to move to another position to use your phone.
Construction sites subscribe to considerate contractors , no drilling, banging etc before 8am and after 6pm that’s a good thing, but at least one day the site will be finished and gone for good!
Traffic noise is 24hour 365!
A Harley Davidson thumping along at 2 in the morning from Walthamstow to the city will effect directly many people, old and young a super charged car with a small penis driver driving so it back fires, garages who actually convert your pipe to have more output noise for the drivers benefit not illegal and if it was who polices it.we now have thousands of wining delivery mopeds late into the night, no worries as long as deliveroo are ok that’s the main thing.
I had a winner which I’m proud of, I complained about bus noise, when electric buses pull up they go back into combustion power and rattle the windows out, I asked if I could visit the garage to prove this, they said no but I got feed back to say they were doing something about it and I think they did😀
Small steps.
Mr Khan is a headline follower, good story there he is, even the cycle lanes are full of electric powered bikes

What about supporting our kids future?

Children have been going through a really hard time because the pandemic they have been affected mentally and physically and I don’t see any plan to support them especially for kids that come from a not rich family that don’t have the opportunity to maybe go to the gym or do any other good activity for kids because their parents can’t afford it!

I have a project that would help the children offering FREE meditation classes, FREE coocking classes, FREE music classes, FREE martial art classes and many other activity to help them to get better and forget about the horrible time spent closed at home where they couldn’t connect with other kids as they always have done!

I tried many times to propose to the mayor my project through emails and only once I had a reply for someone from city hall saying that they will get back to me but they never did!

If anyone on this website thinks like me to help children the one that will be the future please help me to at least show my project.

I believe is the minimum we could do is help those poor kids that have been through all of this. They will be the future!

Thank you very much.

Affordable Housing: there are no figures to justify this. Where will the housing be? Should it perhaps be in cheaper areas, commutable areas rather than in the centre of London.

New Deal For Young People: again there is no detail about what this is. The best thing would be to focus on making environments safe so that young people don't live in fear of being knifed or lured into drug gangs. This is more an issue for policing.

TfL: what is the proposal to recoup some of the funding from ticket prices, clamping down on fare evasion, rather than billing council tax payers?

There should have been a £50 a year increase then he'd have been able to do more. And before anyone starts whining, its A POUND a week. You can't even buy a Saturday Newspaper for that

Big tax increases are unavoidable because the costs of the pandemic borne by the public sector have to be paid for somehow. But against that background (1) there has to be some prioritisation, eg (i) does the GLA need to fund affordable housebuilding? Better to ensure planning facilitates building by the private sector, with requirements imposed to extract planning gain for the public sector (ii) any funded green measures need to be those which actually reduce emissions or pollution rather than just make anti-car gestures (2) tube drivers are very overpaid relative to eg bus drivers. After the Mayoral election in 2021 and borough elections in 2022, and with the changes in work practices resulting from the pandemic, this is a time when if necessary a lengthy strike could be faced down to reduce TFL's labour costs.

What about increasing the VED which has been frozen for 11 years (!) instead of a "£20 increase to help prevent the collapse of TfL"? Considering that the public transport prices will increase soon (and did increase every year in the past years), this would make the situation a bit more balanced for those choosing active travel and public transport over private motorised transport.

Regarding my post and the Reply from jaredjeya the van i drive is 3 years old and well except from the Low Emissions zones and when i am delivering in and Around London it is Delivering furniture to the Residents of London and dont think i would get them on a bus but i will be sure if i ever deliver any thing to you if i ever deliver to you and it takes me into the congestion zone to pass the added fee on to you as the customer for delivery, as i said earlier when i come down visiting i use public transport which is far easier, and if it was not for the likes of me delivering in and around London most people would be stuffed and yes more southerners need to use public transport and leave the cars at home a lot of places up North Like York and Whitby to of the nicest places in the uk have a park and ride system so you drive to a car park and park for FREE and pay a couple of Pounds for an all day return journey ??? Maybe some thing in London should look at like the meet and greet at the Holliday inn Gatwick,

Happy for more police investment if it is spent on actually preventing or investigating crime and not on woke gestures. Address the matter of young black men dying at the hands of other young black men, too many stabbings and lives lost and families ruined. Drugs ruin lives and are responsible for widespread criminal gang activity and ASB. I used to attend meetings in my previous job full of the misery of the knock on costs associated with drug crime and addiction - cannabis isn't the mild drug it used to be it's skunk that leads to mental health issues.
Too much emphasis on green agenda which has led to unwanted unused cycle lanes, reduced lanes, slower journeys and rising costs for deliveries - certain jobs need to use a vehicle.
Public transport where I live in London is generally good and I do use it and do not drive into centre, incentives to use public transport should be encouraged rather than punishing drivers.
Most affordable housing isn't affordable. It is provided by housing associations and they are interested in making money and run like businesses. Blocks and blocks of flats are an eyesore. Better designed low rise properties should be encouraged.

And why not redirect the budget increase for the Met Police - who are so useless they won't even investigate clear breaches of the law by the Prime Minister - towards active travel? Or to building more homes for Londoners. Having more people housed will definitely help reduce crime.

Good news that you've directed police to partially decriminalise drug possession, go all the way and that should free up a lot of their resources allowing them to focus on real crime that actually affects people. Then you won't need to give them a budget increase.
