About the programme
The Small Sites programme aims to support public landowners to more effectively deliver housing on small sites. To date, the programme has supported 18 landowners and released 72 sites on the Small Sites portal.
Up to £250,000 in revenue grant funding is available to carry out the site investigations, due diligence and feasibility work necessary to secure confidence in the suitability of housing delivery on public land or registered provider owned sites.
Purpose of grant funding
The Small Sites programme makes revenue funding available for public landowners to explore if their surplus land is suitable for residential led development and subsequently supports the landowners with the disposal of the site for development.
Small sites development can be resource intensive. By providing up front grant funding for site investigations, due diligence and legal surveys, the GLA is minimising the financial risks on the landowners and incentivising more sites to come to market.
The expectation is for viable sites to be disposed of through the GLA Small Sites Portal. The aim of the portal is to create a dedicated marketspace for the disposal of small sites to a growing network of developers, with a focus on small and medium enterprises. Disposal of sites through the portal should support smooth and transparent transactions, with template contracts and evaluation forms that can be used by the landowner to ensure rapid delivery.
Payment structure
Funding is provided in two stages:
- 50 per cent to be drawn down at the outset
- 50 per cent when evidence of the surveys has been uploaded to OPS.
If the sites are deemed suitable for development and are capitalised, the landowner commits to repaying the grant. However, if the surveys find the site is not suitable for development or the site is otherwise not capitalised, there will be no expectation of repayment.

Timeline
- Application process launched on GLA OPS: 12 May 2026
- Deadline to submit clarification requests: 12 June 2026
- Submission deadline: 10 July 2026, 12pm
- Grants awarded: September 2026
- Deadline for drawing down all grant funding: March 2027

Existing GLA investment partners should speak to their lead GLA Area Manager regarding their initial proposals.
Applicants that are not GLA investment partners should register their interest in bidding by emailing [email protected].
Applications for funding must be submitted via the GLA’s grant management system (GLA OPS). No applications submitted outside of OPS will be considered.
