Description
The London Borough of Hackney is bringing forward housing development proposals for multiple sites as part of Hackney’s New Homes Programme (NHP). This programme will deliver new homes, non-residential uses, and public realm improvements. All sites are currently in pre-planning stages.
This new programme builds on previous housing development in Hackney that has delivered several projects of high design quality both large and small. Examples include Kings Crescent and Tower Court, both large estate regeneration projects in the north of the borough, and Chowdhury Walk, a development of 11 houses on an infill site in the east of the borough.
The NHP programme comprises fourteen infill sites ranging in size from nine to 90 homes. The objectives of the programme are to deliver at least 400 new homes, 75 per cent of which will be Council homes for social rent. Three of the sites are being brought forward as mixed tenure developments including private sale as well as affordable housing, and the remaining sites are 100 per cent social rented.
This market engagement exercise seeks early market engagement to determine the optimum delivery route for the Nye Bevan site of houses. This is the smallest site within the New Homes Programme and consists of nine houses for social rent.
The site
The Nye Bevan estate garage site is located south of Millfields Road in the Kings Park ward and in close proximity to Millfields recreation ground. It consists of 28 garages bound and accessed by an estate road (locally known as Presburg Street). The site is overlooked by terraced housing along Millfields Road in the north, a four-storey housing block to the south and a 12-storey tower block to the east.
The proposals are for a row of nine three bedroom terraced houses along Millfields Road. Front doors face Millfields Road, and small rear gardens/terraces face south to the existing Nye Bevan Estate. To rationalise access and to improve the wider area for pedestrians and to increase play provision, the proposal includes a small ‘Pocket Park’ and the reorganisation of the existing refuse stores (for the wider estate).
Due to the heightened flood risk in the area, the ground floor of the terrace must be raised 400mm above grade.

Procurement approach
The procurement strategy aims to ensure that smaller, locally-based and diverse-led organizations are able to access our opportunities. We are interested in hearing from SMEs to help shape the upcoming Conditions of Participation to enable SME tenders to come forwards.
Hackney’s preferred approach to delivering the project is via a standalone single-stage procurement of a Design and Build contract (based on JCT 2024) with a small to medium scale building contractor with experience of this type of development.
Market feedback
The purpose of this engagement is to draw attention to a procurement that the Council intends to commence during the next six to nine months. The Invitation to Tender (ITT) will be the subject of a separate notice and to which potential suppliers will need to respond at the appropriate time.
As part of the early market engagement through the GLA SSSB portal, the Council are seeking to have discussions with interested Contractors to understand the appetite for this project in the current market and to seek feedback on our proposed procurement strategy.
Our discussions will include, but not be limited to, the following subjects:
- Would your company be interested in bidding for this project based on our proposed procurement strategy?
- What is your advice on budget costs for construction of the scheme(s)?
- What are the barriers faced by your organisation to bidding for projects through public sector procurement processes including working with the London Tenders procurement portal?
- What is your appetite for micro sites (in reasonable proximity to one another) of a few homes each packaged into ten homes for delivery as a batch?
