Accessibility statement for Non-Road Mobile Machinery
This accessibility statement applies to the Non-Road Mobile Machinery (NRMM) register site at https://www.london.gov.uk/what-we-do/environment/pollution-and-air-qual….
This website is run by the Greater London Authority (GLA). We want as many people as possible to be able to use this website. For example, that means you should be able to:
- Change colours, contrast levels and fonts
- Zoom in up to 400% without the text spilling off the screen and without content being truncated or overlapping
- Navigate most of the website using just a keyboard
- Navigate most of the website using speech recognition software
- Listen to most of the website using a screen reader (including the most recent versions of JAWS, NVDA and VoiceOver)

How accessible this website is
This site has been built to be as accessible as possible and tested against WCAG 2.2 AA. There are some areas which are not yet fully accessible:
- In all pages there is only one way to locate a specific web page within a set of web page and no other means.
- Some form labels that include an asterisk (*) character do not provide instructions to explain that they indicate required fields.
- Some labels on forms do not convey that input is mandatory.
- Some input fields that collect an individual’s personal data, in the Log in, Register, and Edit profile pages do not have the necessary “autocomplete” attributes.
- After an hour, sessions time out and the login page is displayed with no ability to extend or adjust the session.
- No instructions are provided to convey that for each row in the "GLA Group" table, on the Contract Machinery Register page, can be operated to display additional details.
- Tooltips (Home, Admin, Logout) on some pages cannot be dismissed using any mechanism.
Issues affecting people who use keyboard navigation
- All the parent menu links (Users, Site Lookups, Machinery Lookups, Retrofit Lookups, Exemption Lookups) do not receive focus and cannot be operated to reveal additional navigation links.
- Links within the users table on some pages, do not receive focus and cannot be operated using the keyboard.
- It is not possible to tab backwards or forwards in the form within the 'Create new record' modal window.
Issues affecting people with low vision
- Some combinations of text and background colour do not have sufficient colour contrast.
- Some content is lost when the user overrides the setting for spacing between paragraphs, lines, words or characters.
- The text and some form controls will not reflow into a single column when you change the size of the browser window on some pages.
- Checkboxes on the 'Contract Machinery Register' page and the 'Create new record' modal window on some pages, do not meet the minimum size of at least 24 by 24 CSS pixels or have sufficient spacing around them to make them easier to operate.
- The "Register site" button, on the 'Register a site' page, is truncated in the landscape display but not in the portrait display.
- Some buttons (Save, Save and Close, Cancel) and dropdown lists (Role, GLA Group, Borough) are not displayed in portrait display, within the 'Create new record' modal window.
- The "Create another (optional)" checkbox receives keyboard focus but does not display any focus indicator.
Issues affecting screen reader users
- Form labels with an asterisk (*) character do not have a text alternative and are not fully accessible to screen reader software.
- On most pages the breadcrumb navigation component is not marked up correctly for screen readers.
- Status messages in the 'Log in' page, Contract Machinery Register page, Edit profile page, and the Users table component are not read by assistive technologies automatically even though the status message is not in focus.
- Some headings on most pages are not marked-up correctly so screen reader users cannot identify the structure of the content.
- Some form controls are missing labels and cannot be identified when using a screen reader.
- Listboxes, on the 'Contract Machinery Register' page, Register a site page, Create an organization contract page, are not marked up correctly so screen reader users cannot identify them properly.
- Page titles on the 'Register a site' page, Create an organization contract page, Edit profile page are too generic and do not properly convey the page.
- The correct language of the page is not conveyed programmatically on most pages.
- Pagination components are missing labels and cannot be identified when using a screen reader.
- The current page in the pagination list is not marked up correctly so screen reader users cannot identify them properly.
- The tablist (Personal) component within the 'Create new record' modal window is not marked up correctly so screen reader users cannot identify the structure of it.
- Some form controls are missing roles, within the 'Create new record' modal window, so screen readers cannot recognise them.
Issues affecting speech control users
- The visible text label "Ok, got it", in the Cookie banner, does not match the match the programmatic label of the component in the code.

Content that’s not within the scope of the accessibility regulations
- The map as provided by Google on the register a site and view site details pages where some features do not have alternate text or are not keyboard selectable.
As this is third-party content that is not under our control (neither funded nor developed by us), it falls under the exemptions of the accessibility regulations - Application, 4. (2)(e). However, we have reported this to Google via their feedback form.
Preparation of this accessibility statement
This website launched in January 2020. It was built to comply with WCAG 2.1 AA and was tested against this prior to launch. Rather than specifying a sample of pages to test, all key user journeys were tested. It was last retested in January 2020.
All accessibility testing was done by Test Partners.

We identified a minimum representative subset of pages that contain examples of the most common layouts, components and features, including:
- The header and footer.
- Pages with text content and data tables.
- Pages with informational images, modals,images of text and pagination.
- Interactive elements such as forms, tabbed interfaces, carousels, hide / reveal functionality and content filtering.
We conducted a manual WCAG audit on the representative subset of pages.
