ULEZ expansion – what will it mean for Londoners?

Traffic congestion on the motorway
Created on
11 July 2022

The Ultra Low Emission Zone (ULEZ) is designed to improve air quality in London. It was introduced in April 2019 and most vehicles need to meet the ULEZ emissions standards or drivers must pay a daily charge to drive within the zone.

In October 2021, the ULEZ was extended to the North and South Circular boundary. This expansion covers 3.8 million residents and is eighteen times the size of the previous central London zone.

In March 2022, the Mayor announced plans for a London-wide expansion of the ULEZ to be launched in 2023. The proposal to expand the ULEZ scheme will see its boundary cover most of Greater London.

At the same time, Transport for London (TfL) is beginning to look at how future road charging may be used within London, which would include using what it calls “more sophisticated technology”. TfL states that this is at a very early stage, but that it would like Londoners to help shape any potential plans.

Tomorrow, the London Assembly Transport Committee will consider TfL’s consultation, including the expansion of the ULEZ to cover most of Greater London, changes to the Mayor’s Transport Strategy and initial ideas on road user charging, as well as scrutinising the impact these proposals will have on Londoners.
