The Independent Office for Police Conduct (IOPC) needs to “act swiftly” in investigating any possible issues of conduct in relation to Metropolitan Police Commissioner Cressida Dick regarding the Daniel Morgan inquiry.
The London Assembly Police and Crime Committee held two meetings last year to explore the report’s findings and recommendations of the Report of the Daniel Morgan Independent Panel (DMIP).
Daniel Morgan was a private investigator murdered in southeast London on 10 March 1987. Despite four investigations, two reviews by the Metropolitan Police, and an intelligence-gathering operation, no one has been convicted of his murder.
The issues contained in the DMIP report raise serious questions about the conduct of the Commissioner.
However, at a Committee meeting on 22 July 2021, the Commissioner said that she was unable to answer questions on her relationship with the DMIP, as that material was being assessed by the Mayor’s Office for Policing and Crime (MOPAC) and the IOPC.
The Committee has today written to the IOPC asking it to make a decision on whether to launch an investigation, following the resignation of the Commissioner last month.
Chairman of the London Assembly Police and Crime Committee, Susan Hall AM, said:
"The Daniel Morgan Independent Panel report, published some 10 months ago, raises serious questions about the conduct of the Metropolitan Police Commissioner.
"The Police and Crime Committee understands that the Mayor’s Office for Policing and Crime has concluded that the actions of the Commissioner do not meet the threshold for referral to the police watchdog.
“Therefore, in the wake of her resignation, we are calling on the Independent Office for Police Conduct to conclude its investigation into the Commissioner as a matter of urgency.”
