Given that 90% of the Thames Gateway is in a flood plain, what measures have been taken to ensure that the predicted 100,000 new homes will be protected from flooding, and that the new homes can be insured? How can the Mayor be confident of the level of flood protection in advance of the Environment Agency's Thames Estuary 2100 Report, expected to be published in 2009/2010?

What evidence is there to suggest that 100,000 new homes, together with the required infrastructure, can be delivered in the London Thames Gateway by 2016?

The Mayor's Decision List reveals an expected shortfall of £100,000, resulting from the latest extension to the Home Insulation Scheme. It admits that 'there is no specific budget provision for this shortfall within the 2007/08 GLA budget, with no funds being allocated to an earmarked reserve during the closure of accounts process for 2006/07'. Before the Mayor makes open-ended headline-grabbing financial commitments, should he not check that he has sufficient funds to fulfil these commitments? What other GLA services will be cut in order to make up this shortfall?

The GLA/British Gas home insulation scheme was originally intended to only run until 1st July 2007 and stop after 30,000 homes had taken part. Given that only 3,098 homes have taken up the offer, does this suggest that there was something fundamentally wrong with the scheme as originally conceived?
