Whilst London as a whole saw its recycling rate increase to its highest ever level of 31.8% in 2009/10, with three boroughs - Bexley, Harrow and Kingston - already exceeding the 45% target, is the Mayor concerned that some boroughs, such as Greenwich and Lewisham, saw significant reductions in their recycling rates?
