If TfL are not able to record the pictures from their cameras, what assurance is there that there will be 24/7 viewing coverage in the Traffic Control Centre to spot any criminal acts taking place on the TLRN network?

On September 23rd approximately 800 litres of engine oil was deliberately dumped on the A23 over a 1000 metre area. TfL are not able to use CCTV to help identify the culprits as the Traffic Control Centre only runs live feeds and real time coverage. Would it not make more sense for TfL to record the CCTV on red routes in case such a criminal act occurs?
