I understand that at 19.15 on 5th February 2014, at Victoria London Underground Station, the Senior Operating Official decided to keep the station open, even though the number of staff on duty was 1 below the minimum required under the Congestion Control Emergency Plan. Is this correct? Can you explain why this decision was made?

Can you explain whether Senior Operating Officials on London Underground have the power to keep a station open, even if the number of staff on the station is below that required by the stations Congestion Control Emergency Plan?
