A constituent has witnessed repeated incidents of black taxis leaving their engines running while queuing at the Midland Road pick-up rank to the west of St Pancras International station. In response to question 2016/4055 you said that the "current regulations do not allow for effective enforcement against idling, because they require the enforcement officer to provide advance warning to the driver and even after that the fine is only £20.
