TfL's budget assumes that the number of Bond Street passengers will rise from 40 million this year to 69 million in 2021 and Tottenham Court Road passenger numbers will rise from 39 million this year to 68 million by2021. Does the Mayor seriously stand behind these figures for increased passenger numbers, central to underpinning TfL's budget?
