Your answer to MQ 2018/1017 was unclear. Taxis & PHVs are parking on Terminal Forecourts at places other than Official Taxi Ranks, waiting for jobs allocated by App Operators. This is contrary to the Heathrow By-Laws that state Bookings must be picked up via official car parks and that only TfL Licensed Taxis may rank up on official stands to wait for a job. Given this what action do you plan to take?
