  • Reference: 2019/20600
  • Question by: Navin Shah
  • Meeting date: 14 November 2019
Despite plans for 845 homes on the site, none will be affordable. Instead Newham Council will be in line for a payment, of up to £60 million, approximately equivalent to up to 35% affordable housing off-site, or the on-site equivalent. What requirement, if any, is there for this payment to be spent on delivering affordable housing elsewhere?

Affordable housing is set at a minimum level of 20%, but there is a review mechanism which could see it rise to 35% if certain value thresholds are met. Can you outline what those value thresholds are; how close to reaching them the developer is; and consequently, what is the current level of affordable housing that is required on the site? Please provide a breakdown on the number of homes and their bed size and tenure type.

The Barclay Review

  • Reference: 2019/20595
  • Question by: Navin Shah
  • Meeting date: 14 November 2019
In MQ 2018/3219 you said, “What businesses in London need is a fundamental review of the business rates system – similar to the Barclay review north of the border – not more short-term fixes alongside devolution of the tax to London government so that we can design a property tax that reflects the capital’s unique circumstances and higher rents.” What changes, if any, would you like to see to the business rates system in London?
