In effect, you are telling us that an undertaking that you have given to the IOC is more important than an undertaking that you have given to the people of London. You have told the people of London that they will have safer neighbourhoods by the end of next year and you have told the IOC, because you say you have signed a piece of paper, that you will commit Londoners to underwrite the Olympics. Why is an undertaking to the IOC more important than an undertaking to Londoners?

I understand that but it comes to this, and let us not go through past history, you have a contract which you signed. You remember a lot of us pressed you to seek more support from Government and argued that the London Council Taxpayer should not be paying for the Olympics. The fact is, because the contract is signed, there is a real risk that the Olympic precept will have to take precedence over the roll-out of Safer Neighbourhoods in the way that you would wish.

Do you not feel a little let down, because sitting as I have been on the MPA, I had a feeling, if not a good idea, that Government was going to come up with enough money for this, as the Prime Minister was desperate for it to happen. Do you not feel you have been let down by Government now because at the late date they are not coming forward with any extra money for this.

You may be interested to know that the Budget Committee of the Assembly carried out some focus group polling on various aspects of your Budget and your policies. This was an issue that the groups were concerned about. Some of our respondents said they worried that your scheme would increase the amount of truancy that went on during the day. Do you have the power to remove cards from people you catch playing truant on the buses during the day?

Therefore you are saying that if someone is being prosecuted you have to get the agreement of the person who is being prosecuted before you can let TfL know what the details are?

One of the concerns that has been raised is whether there is the capacity on London's bus network to implement this policy without it affecting other users. I have been copied into a letter from a Headmaster from one school in London who states he feels this is a problem with the bus services going past his school. He says: `It might be that the Mayor and his confederates fail to make the connection between their generous initiative and the potential need for more buses'. Is that a fair criticism?

The report to the latest TfL Surface Advisory Panel states, in the words of the Managing Director of Surface Transport, that the withdrawal sanctions for under-16 passes are being reviewed to ensure clarity and police support. What does he mean by that?
