Mayor appoints new members to TfL Board
The Mayor of London, Sir Sadiq Khan, has announced further appointments to the Transport for London (TfL) Board. The TfL Board provides stewardship and oversight for TfL’s delivery of the Mayor’s Transport Strategy and approves TfL’s budget, business plan, annual report and other major and strategic issues and policies.
Following an external recruitment campaign, the Mayor has now appointed two new Members, who will serve up to September 2028. Laura Shoaf CBE will serve on the Board from 29 June 2026, filling an existing vacancy and brings strengths in safety and security. Alison Munro CBE will serve on the Board from 7 September 2026, succeeding Mark Phillips, who joined the Board on 21 January 2019 and whose term of office expires on 6 September 2026. Alison brings strengths in audit and risk and assurance.

The new members are:
Laura Shoaf CBE (from 29 June 2026)
Laura Shoaf CBE is a recognised expert who has advised on national policy. She was appointed as a Non-Executive Director to the Department for Transport Operator (DFTO) Board in March 2026. Prior to this, she was Chair of Shadow Great British Railways from October 2024 to March 2026.
Laura spent her early career in a variety of planning and project delivery roles for organisations such as GVA Grimley and The Black Country Consortium. She moved into transport in 2013, initially as the Black Country’s Director of Transport, then as Strategic Director of Transport, West Midlands Integrated Transport Authority, and then as Managing Director for Transport West Midlands – a position she held for five years before taking her last substantive executive role as Chief Executive of West Midlands Combined Authority.
Laura currently sits on the Boards of DFTO, Cure Leukaemia and Coventry University’s Advisory Committee. Previous non-executive roles include Chair of the Urban Transport Group and the executive Board of UITP. Additional Board roles include the West Midlands Growth Company, Severn Valley Railway and Midland Metro Limited. Laura was also one of the UK’s first ‘transport champions for tackling violence against women and girls’.
Laura was recognised with a CBE in 2022 for her contribution to transport services and economic regeneration in the West Midlands.
Alison Munro CBE (from 7 September 2026)
Alison Munro CBE is an experienced Non-Executive Director and transport specialist, who currently chairs TfL’s Independent Investment Programme Advisory Group, which provides independent assurance for TfL’s Investment Programme. Alison is also a Non-Executive Director on the Board of the Water Services Regulator (Ofwat), where she has chaired the Audit and Risk Assurance Committee since 2016. She is also a member of the Major Projects Committee and the Nominations Committee.
Alison previously chaired the National College for High Speed Rail. She was also the first Chief Executive of HS2 Limited from its inception in 2009, and then as Managing Director of Phase Two of HS2.
Her previous career was largely in the Department for Transport, where she held several senior positions including Head of Division for Strategic Roads, Railways, and Airports, where she oversaw major national programmes such as the national roads plan, the delivery of High Speed 1, and early design of the congestion charging scheme for London.
Alison was recognised with a CBE in 2017 for services to the railway industry.
