GLA: Mayor

The GLA:Mayor: budget is a large and growing part of the GLA Group. In the Mayor’s first budget published in March 2017, the GLA:Mayor budget at £908 million accounted for less than 6 per cent of the GLA Group. In the 2024-25 GLA Budget this had increased to £3.9 billion and 18 per cent of the GLA Group.

The GLA:Mayor budget for 2025-26 includes revenue expenditure of £775 million and capital expenditure of £1.8 billion. This budget covers the eight GLA-led themes which are:

  • Social Justice
  • Environment
  • Health
  • Skills
  • Children and Young People
  • Economy
  • Global City and Culture

Key Highlights

  • The Mayor plans to spend £775 million1 on the Themes and Core expenditure in 2025-26 overall. This is £155 million lower than the £930 million in the budget for 2024-25.
  • Revenue expenditure for the eight themes included in the Draft GLA:Mayor 2025-26 Budget totals £674 million. More than half of this is funded by £346 million from the Adult Skills Fund (ASF).
