Summary of request
Your request
- I would like to request to see the figures for air quality please. I would like to know how it has been measured and how the ULEZ zone has been proven to work. Over what period was the air quality measured and using what equipment? Who carried out this testing?
- It has been said 85% of people in outer London have compliant vehicles. I would like to request the figures of how many people in London drive and how many in Outer London. How was this percentage calculated?
- How many people have died with air quality as the confirmed cause? What was their occupation and their ages?
- How many fines have been issued for the current ULEZ zoning?
Our response
Please find below the information we hold within the scope of your request. Please note that the GLA does not hold the information to be able to respond to your questions in full. However, much of what you have requested is already publicly available. Where that is the case, I have included the links to these sources.
- The GLA regularly reports on the air quality and vehicle reduction impacts of the ULEZ. This reporting uses data from the city’s air quality monitoring network to analyse the long-term trends in pollution concentrations as well as estimating the impacts of the scheme. The reports include a detailed description of the methods used to evaluate the impact of the ULEZ and have undergone independent peer review. You can read the most recent report on the GLA website and find links to the previous reports within: Expanded Ultra Low Emission Zone Six Month Report | London City Hall. We will shortly be publishing an updated report on the impacts of the existing inner London ULEZ after one full year of operation, which will contain an updated analysis of air quality monitoring trends, compliance level, and vehicle numbers using the data from the monitoring network.
- In estimating the number of non-compliant vehicles seen driving in outer London, Transport for London (TfL) uses data from its existing network of Automatic Number Plate Recognition (ANPR) cameras, DVLA records, travel survey data and TfL transport modelling for future forecasting. TfL is the Mayor's transport authority and is responsible for implementing the Mayor's Transport Strategy, and for the day-to-day operational running of transport services, including road user charging schemes such as the ULEZ. You may wish to send a further request to TfL.
- The GLA does not hold this information. The Office for National Statistics (ONS) publishes mortality statistics on deaths registered by age, sex and underlying cause of deaths: Causes of death - Office for National Statistics (ons.gov.uk). You may wish to send a further request to the ONS.
- TfL publishes quarterly ULEZ factsheets that are available in the Finance, Operations and Performance section of its website at: Ultra Low Emission Zone - Transport for London (tfl.gov.uk). These factsheets include the number of charges paid and penalty charge notices (PCNs) issued per month.
