Did the Mayor's 2023-24 budget deliver as planned?

The Mayor is responsible for overseeing an annual budget of over £20 billion. 

What were the major variances between budgeted and actual income and expenditure in the 2023-24 budget? 

Figures show that year end Police Officer numbers stood at 1,400 FTEs below the budgeted level. Despite this, there is a £26 million overspend against Officer Pay. 

Additionally, the Affordable Homes Programme is overspent by £147 million, offset by underspend of £79 million in Building Safety and £29 million in Specialist Housing Services. 

 

As of 26 April 2024, 948,590 PCNs were outstanding totalling £218 million. This figure will decrease as more penalties are paid over time. Of the 948,590 PCNs outstanding, 200 had been issued to a single vehicle totalling £47,682.

Tomorrow, the London Assembly Budget and Performance Committee will question Transport for London (TfL), the Greater London Authority (GLA) and the Mayor’s Office for Policing and Crime (MOPAC) on the performance of the Mayor’s 2023-24 budget.

The meeting will take place on Tuesday 23 July from 10am, in the Chamber at City Hall, Kamal Chunchie Way, E16 1ZE.
