Executive summary
The Mayor has indicated that he would like a London Environment Strategy (LES) to be adopted. This is a statutory requirement, and as part of its preparation, under both European and national legislation, the Mayor is required to undertake a number of assessments, brought together within an Integrated Impact Assessment (IIA).
Procurement of a consultancy to undertake the Integrated Impact Assessment (IIA) to support the preparation of the LES was approved through DD2048. At that time expenditure was approved to a value of £70,000.Jacobs, the preferred supplier, were appointed to undertake the work.
Following the preparation of the LES, additional expenditure of £12,000 is now required to complete the work.
Decision
The Executive Director of Development, Enterprise and Environment approves:
• Agrees the additional expenditure of £12,000 – taking the total value to £82,000 - on consultancy costs for the Integrated Impact assessment (IIA) to support the preparation of the London Environment Strategy.
Part 1: Non-confidential facts and advice
1.1 The Greater London Authority Act 1999 (the “Act”) requires the Mayor to produce a London Environment Strategy (LES) which must contain the following: biodiversity, municipal waste management, climate change mitigation and energy, adaptation to climate change, air quality and ambient noise.
1.2 In DD2048 expenditure of up to £70,000 to undertake the IIA of the London Environment Strategy was agreed.
1.3 Following the appointment of Jacobs and executing the contract, the GLA required additional work, i.e. the Variations, to complete the IIA; these are detailed in Section 2 below. The Variations will be carried out under and in accordance with the terms of the existing call-off contract between GLA and Jacobs.
2.1 The Variations from the original contract that are required to be completed by Jacobs are:
• Variation 1 (approved) - Undertaking a full review of the LES IIA Scoping Report to check for consistency and compliance with the SEA directive. This review will include a review of the framework section and associated questions [£1,165]
• Variation 2 (approved) - Undertaking a high-level economic consideration of each LES option against the relevant IIA objectives included in the scoping report. The output of this work will be a high-level consideration against the relevant objectives and will include recommendations for methodologies to answer the guide questions during subsequent completion of the IIA [£8,289].
• Variation 3 (to be approved) - Undertaking a further review of the LES by Jacobs to ensure the IIA report is in line with the draft LES to be published for consultation [£6,945]
3.1 The IIA includes an Equalities Impact Assessment which will evaluate the likely potential impacts, both positive and negative, of the Environment Strategy on those with protected characteristics (age, disability, gender, gender reassignment, pregnancy and maternity, race, religion or belief, sexual orientation).

4.1 If, post the public consultation on the LES, the draft strategy policies need to be amended to such an extent that there is a need for an additional IIA then the project could take up to two months longer to be completed.

4.2 The IIA is a requirement for the preparation of the Mayor’s LES.
DD2048 approved expenditure of up to £70,000 for consultancy of the Integrated Impact Assessment of the Mayors London Environment Strategy. Approval is now being sought for additional expenditure of £12,000. This will bring the total expenditure on the Integrated Impact Assessment to £82,000. The cost will be funded from Development, Enterprise and Environment Central Programme 2017-2018 Budget.
6.1 The Mayor under the Greater London Act (1999) shall prepare and publish a LES. In preparing or reviewing the strategy, the Mayor shall have regard to; the principal purpose of the GLA; the effect on the proposed strategy on the health of persons in Greater London; health inequalities between persons living in Greater London; achievement of sustainable development in the UK, equality of opportunity for all people climate change and its consequences; ensuring the policy is consistent with national policy and other GLA strategies; resources available to implement the strategy; and desirability of promoting and encouraging the use of the River Tames in the provision of passenger transport services.
6.2 The decisions requested of the Director falls within the GLA’s statutory powers to do such things considered to further or which are facilitative of, conductive or incidental to the promotion of economic development and wealth creation, social development or the promotion of the improvement of the environment in Greater London; and in formulating the proposals in respect of which a decision is sought officers have complied with the Authority’s related statutory duties (as outlined in 6.1) as well as consult with appropriate bodies.
6.3 Officers have indicated in DD 2048 that the framework under which the services were procured is in accordance with relevant procurement law; and the services were procured fully in accordance with the requirements of that framework.
6.4 The officers have indicated in paragraph 1.3 that the Variations are envisaged under the terms of the existing call-off contract between GLA and Jacobs.
6.5 Officers must ensure that the Variations are properly documented and that the procedure for implementation of the Variations is in accordance with the terms of the existing “call-off” contract between GLA and Jacobs.
The variations detailed above will be delivered within the scope of the project timetable outlined in DD2048 and copied below.
