Executive summary
The London Health Board partners have agreed to coproduce an event to coincide with the first anniversary of the publication of the London Health Commission report, Better Health for London. The Mayor, the NHS England Chief Executive, Simon Stevens and London borough leaders as well as senior London NHS figures will give speeches announcing the direction of travel towards a devolved health and care arrangement for London. The event will host over 150 leaders in health and care, business and the voluntary sector and take place at the Oval on 21 October 2015.
Decision
The Assistant Director approves:
• Expenditure of £50,000 as a grant award to the Islington Clinical Commissioning Group as a contribution towards the Better Health for London One Year On event.
Part 1: Non-confidential facts and advice
1.1. The Mayor launched the London Health Commission in September 2013 and appointed Lord Darzi as Chair. The Commission began its investigation into London’s health and health care in December 2013 and published its report, Better Health for London in October 2014. The Mayor published his response in February 2015 in which he committed to reconfigure and chair the London Health Board (LHB). MD1455 sets out the establishment and funding for the new LHB.
1.2. The London Health Board partners published Better Health for London Next Steps in March 2015 which sets out their collective commitment to support delivery of the London Health Commission recommendations and to drive efforts to meet the LHC’s ten aspirations for London. The document presents 10 ambitions to work towards by 2020 and describes activity by partners and success metrics.
1.3. At its first meeting on 12 March the London Health Board agreed terms of reference and its initial areas of focus (mental health, improving primary care, NHS estates and childhood obesity) and committed to hosting an annual engagement event.
1.4. During summer 2015 the Healthy London Partnership (NHS England, London and London’s Clinical Commissioning Groups) began working on an event to promote the establishment and progress of their transformation programme to deliver the London Health Commission and NHS Five Year Forward View. Rather than duplicate, officers from the London Health Board partners agreed to meet the Board’s commitment to an engagement event by combining with the Healthy London Partnership event.
1.5. The London Health Board Steering Group (comprising senior officers from all partners) agreed at its meeting of 24 September to make a contribution to the event. The £50,000 contribution will be funded from the 2015/16 London Health Board budget which is held by the Greater London Authority on behalf of the partnership (£40,000) and monies carried forward from the London Health Commission budget (£10,000).
1.6. The contribution from London Health Board will meet some of the costs of the venue and refreshments, market place for showcasing current projects and programmes, events management and administrative support.
2.1 The event will:
• Combine learning since the publication of the London Health Commission report and host an open discussion on progress and next steps to ensure London becomes the leading world city for health.
• Reinvigorate the energy and commitment needed by all stakeholders and galvanise new and existing partners in delivering change. The event will aim to remind key stakeholders of responsibilities to ‘act’ and contribute to improving health in the capital.
• Enable us to continue the conversation about how we can work collaboratively to improve the health and well-being of Londoners.
3.1. The event will take place in a fully accessible venue and suitable arrangements will be made for delegates with any special requirements.
3.2. The conference programme will include improving access to health and care services with reference to populations with protected characteristics and a focus on tackling health inequalities.
3.3. The London Health Board is supporting delivery of the Better Health for London report produced by the London health Commission in October 2014. This is linked to the Mayor’s Health Inequalities Strategy and aims to improve the health and care of Londoners and reduce health inequalities.
4.1. The event supports the Mayor’s Health Inequalities Delivery Plan and meets the commitment of the London Health Board to host an annual engagement event as part of taking forward the recommendations and ambitions of the London Health Commission.
5.1. The £50,000 contribution sought will be funded by £40,000 from the London Health Board budget for 2015/16 as approved by MD1455 and £10,000 from monies carried forward from the London Health Commission budget as agreed by NHS England.
5.2. For information the annual London Health Board budget totals £400,000, funded via income from London Councils (£100,000), NHS England (£100,000), Office of London Clinical Commissioning (£100,000) and Public Health England (£50,000), with the GLA’s contribution being £50,000.
6.1. Once approved a purchase order will be sought and Islington Clinical Commissioning Group will invoice GLA on behalf of the Healthy London Partnership
