Executive summary
This contract provides real-time observation and monitoring of the construction phase of the EU-funded CELSIUS project’s London demonstrator – Phase 2 of Bunhill Heat and Power Network, which is capturing waste heat from the London Underground. It provides important visual support for the management of this phase of the project and a full time-lapse photographic record that will form an integral part of the required promotional and communications activity related to this EU project and our wider district heating work.
The existing contract with Site-Eye Time-lapse Films is for 12 months finishing in August 2017 but it now needs to be extended to March 2018 to record and chronicle the full construction phase of the project due to delays in the capital works programme. The contract is externally funded through income received by the GLA as part the EU CELSIUS project and therefore there is no net cost to the GLA.
This ADD is required for the seven-month extension of the contract as it will take the overall cost of the contract over the £10,000 threshold for a DAR. The overall cost will therefore rise from the original £9,950 for 12 months to £13,800 for the 19 months that is now required.

1. The extension of the time-lapse recording contract with Site-Eye Time-lapse Films for the Bunhill Project until March 2018, with a total contract cost of £13,800.
Part 1: Non-confidential facts and advice
The EU CELSIUS Project’s London Demonstrator is Phase 2 of the Bunhill Heat and Power Network and is being delivered in partnership with Islington Council and Transport for London. The project involves the extension of an existing district heating network, Bunhill Phase 1, and the utilisation of waste heat that is being vented from the tube network. The project is a great example of how district heating networks and the use of secondary heat sources will make an important contribution to the decarbonisation of London’s heat demand and the Mayor’s target for London to be Zero Carbon by 2050. It is the first district heating network that will make use of waste heat from the tube and was mentioned in one of the Mayor’s Manifesto commitments: ‘I will back district heating networks that make use of waste heat from the tube, such as that at Bunhill’.
This service is for the rental of a solar powered 4K DSLR time-lapse camera for providing a time lapse photographic record of the construction of the Bunhill Phase 2 Energy Centre, part of the CELSIUS Project’s London Demonstrator, and the cost for this will be met from the externally funded EU CELSIUS budget GE.0330.16. It will also provide access to various images during the construction including the most up-to-date images taken, password protected access to online camera image archive and monthly progress so far video updates that will support project monitoring and delivery. The site is at the northern line mid-tunnel ventilation shaft on the junction of Central Street and City Road in the Bunhill Ward in Islington.
This service was initially procured for 1 year, in line with the Bunhill project timetable, starting at the end of August 2016 and completing at the end of August 2017. The cost of the service was £9,950, this included installation of the time-lapse camera and a monthly service charge, and it was externally funded by the EU funding received by the GLA as part of it’s role in the EU CELSIUS Project. A DAR was completed in June 2016 for this timeframe and the provider, Site Eye Time-lapse Films, was procured from a TfL OJEU-procured Framework for which they are the only provider due to the specialist nature of the service. The products of this contract, for which GLA has a budget, will form an integral part of the communications and promotional materials being developed for this particularly innovative CELSIUS demonstrator and enabling it to be replicated elsewhere.
Unfortunately, the project, which is the first of its kind at least in Europe, has been delayed due to several unforeseen challenges with the demolition of the previous structure and construction of the new energy centre and ventilation shaft. Consequently, the construction phase of the project is now due to complete in March 2018 and therefore to ensure that the full time-lapse recording of the construction phase of the demonstrator can be captured the contract for the camera needs to be extended until the end of March 2018. Site Eye Time-lapse Films, the existing provider, were asked to provide a quote for the additional seven months required and provided a quote of £3,850 and they will be procured again using the TfL OJEU-procured Framework for which they are the only member due to the specialist nature of this service.
This means that the overall cost of the contract will rise from £9,950 for 12 months to £13,800 for the 19 months duration that will now be required to record and chronicle the full construction phase. The additional budget required to record the final seven months of the project construction will be to cover the monthly service charge for the camera equipment, which includes the image archive and access to time-lapse images, and will be up to £3,850 and this cost will be met from the externally funded EU CELSIUS budget GE.0330.16
The objective is to record the full construction phase of the project and use the film to communicate and promote to stakeholders the Bunhill project along with the role of district heating networks and waste heat in decarbonising the energy system and enabling London to become zero carbon by 2050.
The outcome will include the production of the final film in a format of our choice along with a service that will include providing access to various images during the construction including the most up-to-date images taken, password protected access to online camera image archive and monthly progress so far video updates.
This is a photographic project looking at recording the construction phase of the EU CELSIUS project’s London demonstrator - Bunhill Heat and Power Network Phase 2. We will ensure our equalities duty is met by implementing our equalities compliant approach to the procurement of this project as the supplier is being procured from a Transport for London OJEU procured framework.

b. The overall project forms a workstream in the Mayor’s Climate Change Mitigation and Energy Strategy that was consulted on as part of the development of the strategy.
5.1 The initial Delegated Authority Record approved expenditure of up to £10,000 for a photographic project for the Bunhill Phase 2 Energy Centre. Approval is now being sought for the additional expenditure of up to £4,000, this will bring the total expenditure to £14,000.
5.2 The cost will be funded from the Celsius 2017-2018 Budget.
