City Hall seeks development partner for new mixed-use residential development in Enfield

A development partner is being sought for a new mixed-use residential led development at a 1.77-hectare site located on the North Middlesex University Hospital site in Upper Edmonton in the London Borough of Enfield.

 

The successful developer will enter a development agreement with Greater London Authority Land and Property (GLAP) to design and deliver new housing, at least 50 per cent of which must be genuinely affordable, as well as a new 3000m2 office space which will be leased to the NHS Trust. City Hall is working closely with the NHS Trust and the local planning authority to ensure that some of these affordable homes are available for key workers.  

 

The scheme will be integrated with the wider hospital site, demonstrating how high quality, net zero-carbon homes can be delivered on NHS sites. The selected developer will need to ensure that the design of the new homes and placemaking of the development prioritises the health and wellbeing of residents, addressing the evidence that links poor quality housing conditions with poor health.

  • GLA Land & Property (GLAP) is a subsidiary company of the Greater London Authority. Formed in 2012, it is one of the largest public sector landowners in London.

  • Interested bidders will be issued with a Standard Selection Questionnaire (SSQ) to complete. Responses to the SSQ will be evaluated, and shortlisted bidders will be Invited to Tender (ITT) and issued with the final tender requirement documents. The ITT evaluation will identify the preferred developer for the site.

 

 

Genuinely affordable homes refers to one of the Mayor’s approved affordable housing tenures as described and defined within the Homes for Londoners: Affordable Homes Programme 2021-2026 – being Social Rent, London Living Rent, and Shared Ownership.

 

Net zero-carbon refers to the definition given in the London Plan, Policy SI 2, as may be changed and updated from time to time.
