A new deal for young people​

Mission: “Every young Londoner to have the best start in life; to be happy, safe, fulfilled & ambitious – focussing on those facing the greatest barriers to realising their potential.”  Read more about the context for this mission.
 
We’ll need to work together so that all young people:

  • can enjoy positive mental health and wellbeing   
  • have access to a safe and stimulating environment  
  • have a positive educational experience   
  • benefit from a skills and training offer with employment prospects   
  • can enjoy positive relationships with parents, teachers, youth workers and peers 

Areas of focus might include:

  • Mental health and wellbeing programmes with a strong community focus
  • An education programme post COVID-19 with a focus on those young people excluded from the mainstream and most at risk of being susceptible to exploitation and violence
  • A skills, training and employment offer with mentoring, quality careers advice, entrepreneurship; reflective of the different needs of each young person needs (see also: the mission about "good work for all Londoners".)

Is there anything critical to London’s recovery missing from this mission? What does this mean for you personally and your community?  What actions or interventions would have the most impact? How will we know that we’ve succeeded? Who has a role to play to meet this challenge?

Summary

Thanks everyone for your helpful comments in this discussion.  The policy and recovery teams have been thinking about how they can amend these missions to be more specific and time-bound, but still bold, ambitious and realistic.  

Part of making these missions more specific involves acknowledging that we can't do everything through the recovery programme. That doesn’t mean that if something isn’t a mission it isn’t important. City Hall and London Councils will continue to work on areas that aren’t missions but are important to recovery.  

The recovery team and policy teams have used your feedback to refine this mission to by 2024 every young person, most in need, has a personal mentor and all young Londoners have access to quality local youth activities.

Here are some ideas of proposals below that might help achieve this mission: 

  • Working with young people to find out what kind of mentoring they need. This could focus on social skills (such as confidence and aspiration), as well as educational and employment skills 
  • Focussing on tailored support for those young people who have a harder start to life  
  • Promoting the profession and importance of youth practitioners and activities across all of London   
  • Mapping out existing youth provision across London and filling the gaps, to offer a range of activities that focus on positive mental and physical health.

The team are still consulting and developing each of the recovery missions, and the focus for these will likely develop as the conversations continue with Londoners and key partner stakeholders.  

Looking at the mission again: “Every young Londoner to have the best start in life; to be happy, safe, fulfilled & ambitious – focussing on those facing the greatest barriers to realising their potential.” 

What can City Hall, London boroughs, employers or other organisations and communities do to improve the opportunities for young Londoners? What barriers do you think exist for young people that prevent them from thriving?

I agree with the idea of mental health and wellbeing programmes being of strong focus as I believe that there are many young people who are aware of mental health but not accurately informed about the effects as well as support available to them. In addition, in terms of the education programme post COVID-19, I advise that businesses are targeted in order to offer more jobs and work experience for more young people.

Those are great,I admit that they will work amazingly because I personally as a young person would love to attend mental health programs and employment training would helpful, if you’ve never had any work experience. To be quite frank, I don't agree with having a COVID19 post program as some young people and people generally in the community are tired of hearing about corona as that’ll bring more stress and worry on us. I think instead of focusing on COVID19 we should be focusing on finding an alternative for young people because when we can’t find the easy way, we are more prone to give up because it'll be hard to find alternative. Sincerely, we are just ready to get a move on with our life , education and work.

These are all great - I am a deputy headteacher and wellbeing is a focus for us at school; however, there remains the conflict between the results agenda and the wellbeing!
Schools need to prioritise children's mental health and wellbeing - but in order to do that school staff need to be mentally healthy - COVID-19 has seen a negative out pour to those in education trying to do their job and the media has been unhelpful! This is not just in London but countrywide. 
Education post Covid needs to look at what the vulnerable children need - high school quality computer facilities and internet so that they can access the same learning at home as the less vulnerable! Social care needs to be more effective - in East London it feels like things that would get picked up and raised to higher levels in other areas of the country and ignored or left to go on too long as there is such huge demands on social workers time - the children are at risk of neglect, gangs and exploitation.  As a school we raise the issues and educate against but the support is only there in the community.  As a primary school we do not even have access to community police on a regular basis to come in and talk to the children - this all needs to e thought of in an education programme - it is more than the school it is the community.

a massive focus is needed on preventing young people getting put on a path to prison via exclusion and "special" education.

how do we give young people hope and dreams to pursue? They need to know what's possible.

For a new deal to be effective and impactful in the long term, the financial investment via funding applications need to be for a minimum for three year but preferably five years especially during this recovery phase. This could then be reviewed to readjust length of times of grants. I have seen time and time again great work on the ground stopped and halted thought the cycle of grant applications. To be able to justify the five year grants, quarterly reports could be submitted for example including showcasing the work done and really be able to learn from the process. Oraganisations would then be able to focus their efforts on delivery with less financial concerns.

Of course this is a fine ideal.  However, should this not be the politician's goal for All Londoners (if not all UK residents) irrespective of their age?  As long as politicians and administrators continue to split the community into sections, encouraging the residents to choose priorities based upon funding one group or another rather than the community as a whole, we will remain a divided community.  Let's have one comprehensive plan to make London the best place to live, work and play..

This is such an important area to focus. I run gateway community training and we deal with young people first hand including young ex-offenders and we see hear all the danger areas. Housing,jobs, life skills, training & education. Our training creates jobs - life skills - opportunities with the help of government we can do much more. We believe young people Need to be economically self sufficient and develop long career plans and safer productive futures. We need to empower our young people with the knowledge that shapes and directs their pathways. This is what needs to happen and we already doing this but it needs to be on much much larger scale and all young people in the UK needs to benefit from this as they are the next genaration.

Young people have been some of the worst in observing lockdown rules. They have been hanging around together, not social distancing, being rude to others and getting drunk in public places, plus they done wear face masks when they should...

We need more people enforcing the face mask rule and moving the on from public places. Parents need to take responsibility, fine them as well

YES to this.  Local councils need more funding for youth programmes and services i.e youth centres, sports clubs, youth 'after school' educational programmes - covering anything from IT to creative arts skills, film-making, gardening.  

Increasing youth mental health support services and making them more accessable within the community as well as at schools and colleges.

A scheme that youth groups can apply to for funding for their own theatre clubs, sports groups, etc.

An education programme post Covid-19 is vital and should address the reasons behind the behaviour of young people who have been excluded from the mainstream.  Implicit bias in educators must also be addressed as these can effect perceptions of challenging behaviour (i.e adultifying Black children, maintaining stereotypes).  Discussions about race and culture must be encouraged and more support and resources provided for teachers to actively develop race conscious policies.
