Have your say on the proposed spending plans for culture and economy in this year's Budget 2020-21.

In the Priorities for Londoners survey, you ranked Culture and Sport as the capital’s highest performing area, with 7 in 10 of you satisfied. Opportunities for Londoners to take part in sports, and opportunities to learn creative skills, were highlighted as key areas for improvement.

You see, ‘work to attract business and investment’, and, ‘innovation and technological development’ as the two strongest areas for London’s economy. Your greatest concerns are with fair wages and building the infrastructure for a growing population.

Over the last three years:

  • Delivery of East Bank has begun – a new culture and education district at Queen Elizabeth Olympic Park, the £1.1 billion East Bank scheme is one of the world’s largest and most ambitious cultural and education districts and is funded through a combination of Government funding, contributions from partners, receipts from the sale of residential developments, philanthropic donations and GLA funding
  • City Hall launched the Good Work Standard in July 2019.  Amongst other things, this requires accredited employers to pay all staff at least the London Living Wage, currently £10.75 an hour. Since launch, 49 companies have signed up to this, covering over 191,000 employers.

Please could you establish an awards scheme for volunteers across London. There was one in Hillingdon Borough but it was stopped some time ago and I think that volunteers should be rewarded for the work they do. People do not get as much...

Please could you establish an awards scheme for volunteers across London. There was one in Hillingdon Borough but it was stopped some time ago and I think that volunteers should be rewarded for the work they do. People do not get as much recognition as I think they deserve for volunteering. I feel that various categories could be set up for managers to nominate their volunteers to receive awards and they could be presented at a special meeting once a year.

My top priority is to improve the environment for pedestrians, in all public spaces, especially streets. 

First and foremost to make it safer, easier and more pleasant to make journeys on foot. Secondly, to encourage poeple to walk for health and pleasure, in streets, public parks and other spaces. This will reduce traffic pollution, road congestion, crowding on public transport, as well as improve Londoners' health, fitness and wellbeing. 

Pavements need to be widened; we need more pedestrian-only areas; more pedestrian crossings (including across busy cycle lanes); longer pedestrian crossing times; more street seating; better quality pavements; less pavement clutter; more priority to pedestrian safety in spaces shared with cyclists and motor traffic. This would achieve the goals of your first proposal: Maximising Londoners’ opportunities to access sport and physical activity, as well as complementing the last proposal: Investment in transport. Walking is accessible and useful for a wider range of people than sport, especially people who are older, less mobile or time-poor.

Please add to your proposals 'investment in street walking' and/or some kind of initiative to promote improvements by Councils that would benefit pedestrians and promote walking in public spaces.

Will those currently developing skills or given future opportunity to learn creative skills be able to use them in employment?  Which cultures/communities will have their events funded?  

Good RELIABLE transport is key: enables us to get to/from work & leisure/cultural events which in turn boost the economy & culture (and our well-being).

Appreciate these are outlines so obviously not a great deal of detail but please ensure that all communities in all the London boroughs are covered not just the Inner Boroughs.

Should consider increasing the frequency of buses and train routes plying from the Heathrow Airport. The Tourists who visit London, United Kingdom are essential for our growing British economy. They must be treated like a King and Queen while arriving at the UK without any partiality. Creating highly accessible transport from the Airport to the City should be a high priority.

Could be extended to supermarket carparks; church/temple etc. yards/carparks/grounds; community centre yards any larger businesses with outside areas; school, university and college grounds especially where they have larger playing fields, common areas. Why not approach them and ask: Can you put some gym equipment in your yard please? Maybe offer a subsidy and they have to fund the rest. Re: Housing schemes/development scheme, why doesn't every new housing development not be required to put in an outdoor gym area

I am VERY disappointed at the lack of any reference to LOCAL access to vocational education and training. London appears to have more Universities offering academic degrees than it has Colleges offering practical skills. Given the lack of locations and the global shift away from remote off-site "classroom theory" and towards local/on-site "blended learning" we need to look at every school and library becoming a local "learning hub" to support those doing apprenticeships and other training programmes with SMEs who have no in-house facilities for supervised/facilitated learning. Only then can we begin to harness the talent of our NEETs, whose only carrer option is, all too often, as foot soldiers or bag carriers for County Lines and other Drugs related gangs. As far as culture jobs as concerned - how many colleges are offering support for the Screen Skills apprenticeships which almost guarantee a well paid job in film, theatre or media.

Unless I'm missing a link - there isn't much detail here, just an outline. I agree with all these proposals and I hope that there will be far more outdoor gym equipment in London parks. Money is a barrier in accessing gyms and to democratise this by provide outdoor gyms would be a great step in increasing activity. Also, increasing access to the Thames footpath should be included in these plans. Walking by the riverside (when it's not flooded - which I hope will be addressed in the climate part of this survey) is fantastic and often you don't see many cars, which increases a sense of wellbeing. Selling off this land to developers is outrageous, as the Thames is for all, not just those rich enough to afford a river view.

Culture and Community comes very low on my list of priorities when we are living in such a crime ridden city with high pollution levels, bad transport infrastructure, lack of affordable housing, overcrowded roads, 5 hour wait in  A and E and not enough nurses or doctors to treat current Londoners, Culture does not increase reasonable decent housing, provide police, fund hospitals, improve transport or clean  the air we breathe. Get the basics right first then add the culture.

(plus you can't spend your way out of stabbings and rapes - unless you monitor every single bad person with a guard!)

We need more emergency service staff, police,

There have been so many developments around me and can I afford to buy one?  Can the dudes who drive the buses to afford to live anywhere close to their work?

THIS is infusing money to developers hands but then draining the economy when the rent paid to foreign investors go back for spending elsewhere, I've had some even seeking advice for me when on holiday to try and find apartments to buy to let in London with no intent to live here. 

Air B n B is killing community vibes as there's even more transience than ever in residential places too (off topic but this will also be stifling the economy of hotels, guest houses and the people who work there)

Love the idea of sport unite!! community situation to help tackle loneliness.  But again, unless it's people who work in London who live in London we keep distancing from each other.  Why build more and overcrowd areas even more,  (which makes you feel less like you want to go out and connect) rather than have funds and space for public spaces, trees, parks, games fields?

What a TERRIBLE idea. With decades of isolation and economic decline staring us in the face, this would be the LAST thing that London needs right now (or ever). If implemented, this measure would have the exact opposite effect to that which is intended.

Nationalism and protectionism are always economically counter-productive. They're also completely contrary to the values held dear by so many Londoners. We want London to stay open, not bring down the shutters.

If you put a halt on people from abroad buying properties in London, then fewer people will move to London and live in London. That will mean fewer people in work here, and fewer people to pay tax. It will also mean fewer people spending their money in London. The result? Fewer employees, lower sales, reduced income, less tax being paid... with the result that some Londoners will lose their jobs. And then housing will become even more unaffordable for them, even if the overall prices of properties have fallen.

What London needs to do is:

A) increase the level of construction of new homes so that it matches the level of demand

B) keep the sales of properties open to everyone, everywhere, and not fall into protectionism, nationalism and isolationism.

Brexit will now take place, but that will NEVER change the fact that London voted 59.9% to Remain in the EU. The Mayor needs to take this into account when planning ALL budgets and funding decisions. Remaining in the EU is the will of Londoners and should be addressed when planning budgets. Significant funding needs to be allocated to maintain, improve, develop and enhance London's links with Europe and the EU. This could include:

- funding to support EU citizens living in London e.g. financial support for visa applications and nationality requests;

- attracting EU-wide talent to come and live, work, study and retire in London;

- funding to support Londoners living in the EU e.g. grants and legal assistance to help legal battles against deportation orders in EU-26 countries;

- funding to support Londoners who will be forcibly returned from the EU-26 to the UK/London after Brexit (provision of housing, education, employment, healthcare etc) - is London ready for the forced returnees? (There could be up to 100,000 forced returnees)

- funding to attract European businesses to London, and funding to help prevent London-based firms from packing up and moving to the EU;

- funding for London universities to continue attracting students from across the EU to study at London universities, as well as funding for the EU students themselves (e.g. help with visa costs - remember there were NO VISAS and therefore NO VISA COSTS before Brexit so why should students from the EU suddenly have to start paying them?)

London is a European city with European values and all budgets must urgently address these facts.

This is a really intriguing idea, and I think it's well worth considering in some form. 

I am one of those Londoners residing in an EU country (Italy), but I am in London regularly for work and family.

It is a major blow for students and universities that Johnson has said that the UK is no longer going to participate in the Erasmus programme. We need to find other ways for students in London to be a part of the cultural and intellectual life of Europe. One possibility may be to work through the networks of cities that are developing - often primarily to combat climate change, but maybe London could use these networks to work with other cities in Europe to promote cultural and educational exchange. 

We need to come back to this topic - keep thinking about it, find new ways forward, and, as the first commentator said, find ways to integrate deep connections with Europe into the London budgeting process in as many ways as possible.

I would question what the funding for 1000 cultural and community events is actually for? Without any examples this does come across as if it could be a bit of a slush fund. Should this be a priority when some of these events could and...

Should this be a priority when some of these events could and would look for alternative funding if the mayors office didn't provide it. Has any analysis been done to see how many Londoners attend these cultural and community events? It could just be multiple events for the same 10% of people, which the 90% get no benefit from.

I would like to second this comment. It isn't possible for us to engage on this part of the budget without knowing more about what the criteria are for funding events and some kind of impact assessment, to understand who these events are aimed at and whether they are achieving their goal. 

I have a nephew who is interested in writing and acting, but I can see how discouraged he is because there is so much political correctness, not to say ideology, in the cultural sector in London now. While it is important to use the arts to address discrimination, inequality and so on, when this becomes too dominant and heavy-handed, it starts to create another kind of exclusion. 

In principle, budget funds for this kind of thing could be well used, but we can't know anything about that without knowing more about these events - the devil is in the detail!
