'London has one of the highest stocks of leasehold property and yet the majority of leaseholders are virtually excluded from the management of their properties by out-of-date and inadequate leasehold legislation which leaves landlords in control of budgets, accounts and the procurement of services and yet requires leaseholders to pay all costs. This system is opaque and highly susceptible to abuse.
