Would you agree that rolling the Empty Homes budget into the Mayor’s Housing Covenant budget line makes it more difficult for the Assembly to monitor how much money has been allocated to empty homes and gives the impression you are trying to hide you long-standing failures to deliver this programmes? The 2011 Census found that 36.7% of private rented households in Greater London are overcrowded by one room or more, up from 29.4% in 2001 and larger than any other tenure in the capital. Would you agree that it is not good enough that you have no strategic policies for tackling overcrowding in this tenure?
