Your recently published taxi and private hire action plan sets out that consultation with private hire drivers includes quarterly meetings with representatives of the private hire trade including the LPHCA, Private Hire Board and Chauffeur & Executive Committee, as well as one to-one meetings with the larger operators and the GMB Union. Considering how fragmented the private hire industry is do you believe more steps should be taken to listen to issues raised by private hire drivers, especially those who have concerns about their terms and conditions?

Further to your reply to Question 2016/1352 please state whether you will use Section 77 of the Greater London Authority Act to promote a Bill in Parliament to allow TfL to cap the number of private hire vehicles that are licensed to operate in London. If you are not willing to consider this proposal please state your reasons for refusing to do so.

Publication of statistics relating to sexual offences

In June in answer to Question 2016/1864 you stated that TfL and the MPS are currently working together to establish how to present data in a consistent format for sexual offences relating to taxi and private hire drivers and that the data will be publicly available later in the Summer. Please state the specific reasons why this data has still not been published and also the actual date by which this data will start to be regularly published.

What process will exist to allow applicants seeking to become taxi and private hire drivers to appeal against failing the English language requirement covering speaking, listening, reading and writing skills.

While I agree that there are safety and other passenger benefits from an English language requirement for taxi and private hire drivers that covers oral communication and the ability to read English, what benefits, if any, are there on any requirements relating to written English standards? Will you undertake to review this guidance if no evidence can be provided to justify the testing of written English skills?
