Duty of Candour: Failure to Respond to Question 2022/4179 about TfL’s Failure to Conduct a Short-Term Review of Shift Lengths, Patterns and Rotas of London Bus Drivers

  • Question by: Keith Prince
  • Meeting date: 23 March 2023
On 17 November, I asked you question 2022/4179: “Further to your unsatisfactory response to Question 2022/3468, how can you reconcile your admission in question 2022/2973 that “a short-term review of shift lengths, patterns and rotas, in response to recommendation 3 in the UCL report, has not yet been undertaken” with TfL’s statement on 21 March 2021 which implied it would be conducted by summer 2021?” As Mayor and TfL Chair, do you believe that you have a ‘Duty of Candour’ to answer my question?

In your response to question 2018/2656, you stated, “TfL will be writing to bus operators to remind them of the requirement under GDPR to provide information to the public about making a Subject Access Request.” Can you provide me with a copy of the letter TfL sent to bus operators and the date it was sent?

In your response to question 2018/2656, you stated “TfL is working to embed this information [i.e. contact full contact details—name, telephone, mailing address and street address of the individual at each bus operator who is responsible for dealing with Subject Access Requests]—onto pages for individual routes”. It has been nearly 5 years since you made that statement and the pages for individual routes lack the information I requested and you implied would be ‘embedded’ on pages for individual routes. Is TfL still ‘working’ on the matter?

In your response to question 2018/2656, you claimed “The webpage ‘Who runs your bus?’ is an interim source of third party information on the Transport for London (TfL) website…and I have asked it to consider whether further improvements can be made to the page.” What, if any, further improvements were made to the page? Can you provide documentary evidence that (a) a request was made by you to ‘consider where further improvements can be made to the page’ and (b) ‘improvements’ were made?
