Biography
Austin is an experienced leader in net zero energy and climate change policy, public sector management, and international development. He is passionate for delivering impactful results and lead collaborative policy design and implementation to promote sustainable growth.
Before joining the GLA in 2022, Austin led the Social Housing Decarbonisation Fund Wave 1 at the Department for Business, Energy, and Industrial Strategy (BEIS), overseeing the upgrading of 20,000 homes across 69 local authorities. Previously, he served as Head of Fiscal Policy and Strategy at BEIS and held senior roles at the UK Cabinet Office, including as Strategy Adviser to the CEO of COP26. His career also includes significant experience in project management, corporate finance, and international development.
Austin holds a Doctorate in Energy and Climate Change Policy, and an MBA. He is a Fellow of the Association of Chartered Certified Accountants and a Certified Financial Analyst. With a broad and diverse background, he continues to play a pivotal role in shaping net zero and climate change policy and delivering sustainable outcomes for London.
Responsibilities
Austin led the GLA’s Energy Unit, overseeing key aspects of the Mayor’s Net Zero ambition on policies, strategies and coordinating & convening large-scale delivery spaces. Managing a large, diverse team, he ensured the Mayor’s net zero vision was embedded across the GLA Group’s strategy and delivery. He provided senior-level advice on net zero energy and the built environment and social issues to the Mayor, Mayoral advisors, and senior officers, representing the GLA at a strategic level in key external engagements and served on relevant boards as required.
Teams in the Energy Unit lead engagement with stakeholders such as the UK Government, Ofgem, and NGOs to drive collaborative progress toward net zero objectives. They oversee major Mayoral initiatives, including Greener Schools, Greener Homes, Local Area Energy Planning, and Community Energy, securing funding from national and international sources. Additionally, they lead London Power’s commercial energy strategy.
