Executive summary
Under the Greater London Authority (GLA) Act 1999, the Mayor has a duty to keep under review the GLA Main and GLA Side Roads, which make up the Transport for London Road Network (TLRN). The authority to make amendments to the TLRN has been delegated to the Assistant Director of Transport, Infrastructure and Connectivity, in accordance with paragraph 6.2 of the Mayoral Decision Making document (scheme of delegation).
Transport for London, in consultation with London boroughs, will from time to time undertake such a review; and, following agreement with the relevant London borough officers, amend the GLA Designation Orders for GLA Roads and GLA Side Roads, and Special Parking Area Orders, as required, to alter the TLRN expanse.
This Decision amends the description of the area of carriageway at the junction of Millbank, Horseferry Road and Lambeth Bridge; and amendment to the GLA Side Roads (No.3) Designation Order 2008. This decision will also amend the previous GLA Side Roads (City of Westminster) Designation Order 2008 for the City of Westminster to include missing Side Road and Main Road descriptions.
Decision
That the Assistant Director of Transport, Infrastructure and Connectivity, approves the inclusion of Millbank and Horseferry Road in the GLA Side Roads (City of Westminster) Designation Order 2007, and the amendment of A3212 Millbank and Grosvenor Road in the GLA Roads (No.3) Designation Order 2008, by signing:
• the GLA Side Road (City of Westminster) Designation Order 2007 (Millbank and Horseferry Road) Variation Order 2024 (Appendix Ai)
• the GLA Roads (No.3) Designation Order 2008 (Grosvenor Road and Millbank, City of Westminster) Amendment Order 2024 (Appendix Aii).
Part 1: Non-confidential facts and advice
1.1. Under the Greater London Authority (GLA) Act 1999, the Mayor has a duty to keep under review the GLA Main and GLA Side Roads, which make up the Transport for London Road Network (TLRN). The authority to make amendments to the TLRN has been delegated to the Assistant Director of Transport, Infrastructure and Connectivity, in accordance with paragraph 6.2 of the Mayoral Decision Making document (scheme of delegation).
1.2. Transport for London (TfL), in consultation with the London boroughs, will from time to time undertake such a review; and, following agreement with the relevant London borough officers, amend the GLA Designation Orders for GLA Roads and GLA Side Roads, and Special Parking Area Orders, as required, to alter the TLRN expanse.
1.3. There have been some Highway and Traffic Authority discrepancies and omissions when interpreting the existing GLA Roads and GLA Side Roads Designation Orders. TfL and the City of Westminster have agreed to redefine the description of the area of carriageway at the junction of Millbank and Horseferry Road, as shown in Appendix B.
1.4. The extents of Millbank and Horseferry Road Side Road items, and the amendments of Millbank Main Roads items, were previously reviewed as part of a consolidation exercise of the GLA Roads and GLA Side Roads under a Mayoral Decision (MD 3052) on 23 April 2007.
1.5. The Head of Network Performance at TfL has confirmed that this request meets all technical, operational and procedural requirements of the Highway and/or Traffic Authority; and has been verified for GLA approval.
1.6. TfL has provided a draft of the amended:
• GLA Side Road (City of Westminster) Designation Order 2008 (Millbank and Horseferry Road) Variation Order 2024 (Appendix Ai)
• GLA Roads (No.3) Designation Order 2008 (Grosvenor Road and Millbank, City of Westminster) Amendment Order 2024 (Appendix Aii).
1.7. This draft proposes the Highway and Traffic Authority status will remain the same for Millbank; and the added descriptions will give TfL Traffic Authority on Millbank and Horseferry Road Side Roads.
2.1. The amendments will clearly define the lengths of road in the GLA Roads (No. 3) Designation Order 2008 and the GLA Side Road (City of Westminster) Designation Order 2008 (see Appendices C and D). This will avoid future doubt by clarifying, in the Orders, the extents of the GLA and GLA Side Roads at the junction of Millbank, Horseferry Road and Lambeth Bridge, so that it includes and clearly defines the lengths of road the description applies to.
3.1. The Mayor and the GLA are required to comply with the Public Sector Equality Duty, as set out in section 149 of the Equality Act 2010, when exercising their functions. Section 149 requires the Mayor and the GLA (and anyone exercising powers on their behalf) to have due regard to the need to:
• eliminate unlawful discrimination, harassment, victimisation and any other conduct prohibited by the Act
• advance equality of opportunity between people who share a protected characteristic and people who do not share it by
o removing or minimising disadvantages experienced by people because of their protected characteristics
o meeting the needs of people with protected characteristics
o encouraging people with protected characteristics to participate in public life
• foster good relations between people who share a protected characteristic and people who do not.
3.2. In exercising the statutory power to amend the GLA Designation Orders for GLA Roads and GLA Side Roads as set out in this decision, the decision-maker (here the Assistant Director of Transport, Infrastructure and Connectivity) must have regard to the matters set out in section 149 of the Equality Act 2010. As such, this decision is not expected of itself to have any impact on the matters within the scope of the Public Sector Equality Duty. The City of Westminster is also subject to the Public Sector Equality duty when exercising its functions as Highway Authority or Traffic Authority.

4.2. The original order is consistent with the Mayor’s Transport Strategy. This clarification has no material link to Mayoral strategies or priorities.
Impact assessments and consultations
4.3. The City of Westminster has confirmed it supports this clarification being made (approval included at Appendix E). No further consultation is required.
Conflicts of interest
4.4. There are no conflicts of interest to note for those involved in drafting or making this decision.
5.1 The making of this change to the Designation Order has no additional financial implications for TfL, being contained within the operations funded under their Business Plan. There are no additional financial implications for the GLA or GLA Group.
6.1. The GLA is empowered, by virtue of section 14B of the Highways Act 1980, to make the proposed GLA Roads Designation Variation Order with the consent of the relevant London borough. Such consent has been given and is included at Appendix E.
6.2. The GLA is empowered by virtue of section 124A of the Road Traffic Regulation Act 1984, to make the proposed GLA Side Roads Designation Variation Order with the consent of the relevant London borough. Such consent has been given.
7.1. The TfL Traffic Orders team will notify the City of Westminster of the outcome once the GLA Side Roads (City of Westminster) Designation Order 2007 Variation Order 2024 and the GLA Roads (No.3) Designation Order 2008 Variation Order 2024 are signed.
