How can we do more to reduce transport emissions?

In 2019, air pollution contributed to the premature deaths of more than 4,000 Londoners. Last year, we saw the impact of the climate emergency first-hand with soaring temperatures and flash floods in the capital.

Did you know that since the start of the pandemic, more Londoners are using cars and fewer are using public transport? The cost of congestion rose to over £5 billion last year and the cost of air pollution to the NHS and care system until 2050 is estimated to be more than £10 billion. More people driving means more congested roads and more pollution.

Transport for London (TfL) has been assessing a number of approaches to encourage Londoners and those who drive within London to shift from polluting cars to electric vehicles, public transport and active travel – such as walking and cycling. This is in order to address the triple challenges of toxic air pollution, the climate emergency and congestion.

Given the urgency of the climate crisis and the damaging impact of toxic air pollution, the Mayor believes it’s time to speed up action. That’s why he has asked TfL to consult on proposals to extend the Ultra Low Emission Zone beyond the North and South Circular roads to cover almost all of Greater London. The extension will use the current emission standards to tackle more of the dirtiest vehicles.

We will let you know when this consultation launches. In the meantime, we’re keen to understand how we can all do more to reduce air pollution from transport.

More than a third of car trips in London could be made in under 25 minutes by walking, and two-thirds could be cycled in less than 20 minutes. Read more about the challenges and impact of air pollution caused by vehicles.

Respect the fact that petrol cars have Cat converters and an MOT that prevents harmful emissions, it takes a very special kind of stupid to insist that we pay £27 day no top of road tax and claim it is to do with climate change. Electric cars are prove to do more damage to the environment. Your schemes are to generate finance, naff all to do with health. LTn's have been created by the most incompetent and stupid of individuals but that is not an unusual occurrence with those in authority, I am sure you have to have a qualification in incompetence to work for any local authority because this is all we experience from them, incompetence and failure in logic. Take your logic to countries that affect the environment the most. I fully understand the children that suffer from the ill effects of some emissions but this is not the way to go about it. This Mayor has turned this London into the have and have nots, only the financially well off can afford to run their new vehicles in London, you have created separation. Get rid of this buffoon of a London Mayor.

Totally against extending ULEZ to outer London, it is done to generate income for the losses of Transport for London and the way it has been incompetently run by the Mayor.

Any enlargement of the ULEZ must in fairness include a generous scrappage scheme and help people whose businesses/jobs rely on their cars. Stop telling people to walk or use bikes because that is very annoying to those of us who have disabilities or health conditions which make that impossible. Improve accessibility to public transport for people with mobility problems - this means not cutting bus services. Bear in mind that many attractions, services and venues are impossible to access without a car for many people. The answer is pollution-free cars, not making it impossible to use them.

Modernise the tube network (I know that will be very challenging) and make it more reliable to get cars off the road
Charge road tax for road usage
I own an electric vehicle and charge it through my solar panels as much as possible

I represent the London Forum of Amenity and Civic Societies, and would be very happy to be consulted informally before the main consultation begins. I believe there is considerable support for extending the current congestion charge and low emission regime both to reduce pollution and to help reduce TfL's serious financial problems. I have significantly reduced my car usage over recent years, and walked, cycled and used public transport more, limited only by not wanting to become infected with Covid through crowded buses and trains (not helped by the number of people not now wearing masks). The London Forum is committed to improving London's environmental quality through reduction in car use. I have not made use of the scrappage scheme

We need to communicate the issue in a way that's emotive and relates to people's every day lives/the way they talk about the world around them. Talk about climate change and air pollution can seem abstract/boring/policy-ish to the average person and they switch off. Instead of talking about air pollution, talk about how fumes from your car are hurting 6 year old Sara's lungs - or how the level of co2 from traffic in london is equivalent to xxx coal mines, etc. Make it tangible and relatable.

I have a car for family emergencies - I can't afford to use my car now because of ULEZ charge .I have always used Public transport where feasible.
My diesel car is better than petrol for C02 emissions but is penalised by TFL.

Road pricing like Singapore is the answer charge all road users a daily fee and more at peak times.
we need to get London moving.
We are already doing enough in UK and suffering enough costs - India China Russia USA continue to pollute UK isn't the problem
Congestion and air quality are only issues for Londoners - Climate change is an international problem not specific to London

Don't agree with a daily fee. There are times when I can't manage without a car. However my diesel car does nearly 70 mpg on a run and must be less polluting than petrol engined Chelsea tractors

We need a quicker roll out of zero emission buses. I would like to see much fewer diesel buses. Car usage is still too high in London - infrastructure changes to promote cycling and walking would be a huge benefit for Londoners

I don't have a car. I travel entirely by bike, walking and public transport.
I didn't use the scheme because buying new cars isn't the answer. Reducing car use as much as is possible is.

A simple and effective way of reducing vehicle emissions would be to remove Low Traffic Neighbourhoods (LTNs) which force vehicles to take longer journeys to get around them. Worse, the extra traffic on what are residential streets causes congestion and the slow-moving traffic which results further increases emissions from engines operating at inefficient speeds.

Everything I have seen to counter climate change seems to be aimed at trying to continue the current high consumption way of life with many jobs located in a few central locations; we risk wasting a lot of time, resource and effort for what I believe is inevitable crash in supply some of which such as chip manufacture we are starting to see now. Change sooner and change less or change later and need to change more at greater cost. Tell every Bank to pick a city outside london and move there (one per city, trading arms can remain as distance is a factor for them) and partner up with the local university to drive down costs and reduce population migration and transportation requirements, then repeat for every significant employer. Take the work to the employees, not the employees to the work. It should be documented exception process to gain approval to travel more than 10 miles to work by any means of transport that isn't muscle generated. Then look at how simple, effective and cheaper all your other problems become. No other solution can achieve this, not even hydrogen. Battery vehicles are a short term sticking plaster, the planet cannot supply 7.5Billion people with resourse to live the way we are when all aspire to level up, when do we recognise some nations need to level down to a sustainable level on a planetary wide level, let alone 8 or 9 Billion. Anything else will be a sticking plaster on a gaping wound.

My apologies to anyone subject to depression or anxiety, this view doesn't help you. And feel free to ignore this, your grandchildren won't have that option.

Councils should not have been allowed to decide which roads were assisted with lowering pollution as they have chosen those with very little to start with but still allow those residents to pollute other areas. Communities should have been consulted not just mouthy resident groups in wealthy areas and main roads should have been the priority. My road went from busy to a standstill and this week with tube strikes has been a nightmare.

I have a large family (6 children) and I live just outside the current ULEZ. I was encouraged by the government in 2015 to buy a diesel car; we bought a large people-mover in early 2015 which is 3 months too old to be ULEZ-exempt. I cannot afford to change the car and it is in excellent condition. I cannot run our family life without this car. The current ULEZ prevents me going into the ULEZ zone with the family; I cannot afford the ULEZ cost. If the ULEZ is extended to all of London, we will have no choice but to move away from London. The ULEZ has had no noticable impact on air quality and already inhibits our use of parts of London which we cannot get to with young children and a large family.

The principal difficulty with a policy to reduce ill-health by using more public transport is the level of pollution on the underground. On the line most useful for me the level of small particulates (PM2.5/m3) is 194 according to Kings College research published just before the pandemic. This is 18 times higher than the surrounding surface level of such pollution, as found by other research at the end of 2019. Therefore the best way to avoid harm to health is not to travel by the Northern Line. The Victoria Line is even dirtier - and several other lines are well above the surface levels of pollution.
Since discovering this I have moved to using buses - but for the 20 years up to 2020 I have been travelling to work by the Northern and Central Lines. TfL has known about the levels of pollution but has failed to inform people and has does very little about it. This should be the Mayor's number one pollution priority. ULEZ is doing nothing for this, except making the tube more crowded.

Scrap the Silvertown tunnel and any more ICE crossings. It goes against everything
