I would like to add to your 3rd step: retire diesel black cabs and buses ASAP (they are two of the most polluting types of vehicles on London's roads). Make it a condition of their licence to install anti-idling monitoring).
In addition to your 6th step: I would like to see all large transport/logistics companies to go electric ASAP (Royal Mail, taxis/private hire vehicles, supermarket delivery vans, utility company vehicles).
Deliveroo and Amazon should only be allowed to operate in the UK if their drivers adhere to speed limits and they should be taxed if they don't switch their fleet to electric (or help their subcontracted drivers to do so). These companies may need to look at their aggressive delivery algorithms and force drivers to slow down and do fewer drops per day!
