Executive summary

The MPS is facing an operational risk because the current version of Crimint+ in production has not been patched. Until this situation is rectified, the MPS are unable to patch Crimint+ in the event of a software fault. This proposed upgrade will resolve this by bringing the underlying software to a current supportable level.

The solution proposed will improve the users experience and encourage greater mobile use.

This project will mitigate the operational risk facing the MPS, reduce the ongoing operating costs for the lifetime of Crimint+ and resolve several functional problems, ensuring that the MPS has a stable and supportable intelligence platform needed to support police officers and staff in their operational duties.

Recommendation

The Deputy Mayor for Policing and Crime is recommended to approve Capital spend of £901,000 (£143,000 in 2020/21 and £758,000 in 2021/22) for modernising the Crimint+ application (MPS criminal intelligence system) and supporting infrastructure in addition to the previously approved £997,000 bringing the total capital spend to £1,898,000. The additional funding has been included in the draft 2021/22 Capital Plan submitted to MOPAC expected to be approved in early 2021.

1. Introduction and background

1.1. Crimint+ is a business critical, intelligence management solution that supplies data to officers and a number of other linked MPS databases. It is expected to be required until Q4 2023. During this time it is essential that Crimint+ remains stable, available and usable by police officers and staff.

1.2. The current version of Crimint+ requires re-platform and upgrade to maintain supportability and on-going availability for use by police officers and staff.

1.3. The application upgrade has already made good progress and is well understood. Completing this work carries little technical risk.

2. Issues for consideration

2.1. The solution proposed will improve the users experience and encourage greater mobile use. This will improve the ability of police officers to query and submit criminal intelligence whilst away from the office something that is increasingly important given new operating models.

2.2. The proposal has the support of the Commander of Intelligence and Covert Policing.

3. Financial Comments

3.1. The delivery of the Crimint+ modernisation will have an estimated Capital funding requirement of £901k (£143k in 2020/21 and £758k in 2021/22) for modernising the Crimint+ application (MPS criminal intelligence system) and supporting infrastructure in addition to the previously approved £997k bringing the total capital to £1,898k, the additional funding has been included in the draft 2021/22.

3.2. The completion of the Crimint+ modernisation project is expected to deliver a reduction of ongoing costs of £611k per annum (including £192k already being realised). The achievement of these benefits will be closely monitored within the Project governance meetings.

3.3. The Capital Plan submitted to MOPAC is expected to be approved in early 2021.

4.1. The Mayor’s Office for Policing and Crime (MOPAC) is a contracting authority as defined in the Public Contracts Regulations 2015 (the Regulations). When awarding and/or modifying public contracts for goods and services valued at £189,330 or above, all contracting authorities must do so in accordance with the Regulations.

4.2. The proposed expenditure will be paid to existing suppliers under validly procured contracts. The additional expenditure is within the scope of services and financial value of these contracts. The expenditure therefore complies with relevant procurement law obligations.

4.3. Paragraph 4.8 of the MOPAC Scheme of Delegation and Consent provides that the Deputy Mayor for Policing and Crime has delegated authority to approve business cases for revenue or capital expenditure of £500,000 or above.

5. Commercial Issues

5.1. The proposed procurement approach documented in this business case is to continue to use the existing suppliers that have been engaged to date and are incumbent under the existing contracts to provide services of this nature.

5.2. The following commercial principle will be adopted for the CrimInt+ modernisation project.

• Contracts will be aligned to the existing SIAM and Towers framework and use existing governance to avoid time and cost of a lengthy procurement exercise.

• Additional SAS services are procured by extending the existing contract via the MPS value added reseller CDW.

6. GDPR and Data Privacy

6.1. The MPS is subject to the requirements and conditions placed on it as a 'State' body to comply with the European Convention of Human Rights and the Data Protection Act (DPA) 2018. Both legislative requirements place an obligation on the MPS to process personal data fairly and lawfully in order to safeguard the rights and freedoms of individuals.

6.2. Under Article 35 of the General Data Protection Regulation (GDPR) and Section 57 of the DPA 2018, Data Protection Impact Assessments (DPIA) become mandatory for organisationsr with technologies and processes that are likely to result in a high risk to the rights of the data subjects.

6.3. The Information Assurance and Information Rights units within MPS will be consulted at all stages to ensure the project meets its compliance requirements.

6.4. A DPIA has been completed for this project. The project will ensure a privacy by design approach, which will allow the MPS to find and fix problems at the early stages of any project, ensuring compliance with GDPR or the Law Enforcement Directive (LED). DPIAs support the accountability principle, as they will ensure the MPS complies with the requirements of GDPR or the LED and they demonstrate that appropriate measures have been taken to ensure compliance.

7. Equality Comments

7.1. An Equality Impact Assessment has been completed and the supplier has confirmed that Patriarch meets accessibility standards with Microsoft Assistive Technology (High Contrast, Narrator, Magnifier) through self-assessment.

8. Background/supporting papers

8.1. The business case for the Crimint+ Re-platform/Upgrade was approved in PCD 523 in February 2019.
