What are London's road charging schemes and will they change?

London has three distinct road charging schemes.

If you drive in London, you need to understand how they may affect you:

  1. Ultra-Low Emission Zone
    • current area covered: up to (but not including) the North and South Circular roads
    • who pays: only older, more polluting, light vehicles (cars, motorbikes and smaller vans)
    • 2023 changes: zone expanding to all London boroughs on 29 August.
  1. Congestion Charge
    • current area covered: central London only
    • who pays: nearly all vehicles
    • 2023 changes: none.
  1. Low Emission Zone
    • current area covered: almost all of Greater London
    • who pays: older, more polluting heavy vehicles (lorries, buses and some vans etc)
    • 2023 changes: none.
