London Climate Finance Facility strategic approach
The Mayor set up the London Climate Finance Facility (LCFF) in 2023 to accelerate green projects across the capital by leveraging both public and private finance.
LCFF funds include the:
- Green Finance Fund (GFF)
- London Energy Efficiency and Decentralised Generation Fund (EDGE fund)
- Mayor’s Energy Efficiency Fund (MEEF).

Background to LCFF
The London Climate and Sustainable Commission (formerly the London Sustainable Development Commission) published a report in 2020, after a series of roundtables. This set out some key challenges to financing the programmes needed to make London a net zero, sustainable city.
Building on the findings, the Green Finance Institute (GFI) was commissioned to advise on the approach and structures for the GLA to set up a finance facility. The Mayor then published his response and launched the LCFF.
Climate Finance Taskforce
The Climate Finance Taskforce was announced and set up in 2025. Their role is to advise the Mayor on practical solutions to scale up private sector investment quickly to support London’s transition to net zero. They’ll build on what LCFF has learnt so far.
The Taskforce is made up of senior investors and London stakeholders, and chaired by Dr Rhian Mari Thomas, Chief Executive of the Green Finance Institute.
Overview
In June 2025 at London Climate Action Week, the Mayor announced his intention to launch a taskforce of senior stakeholders to identify new financing mechanisms which can unlock private investment at the scale required to deliver on London’s transition to net zero.
The Climate Finance Taskforce (the Taskforce) has now been convened and is chaired by Dr Rhian-Mari Thomas, CEO of the Green Finance Institute. The Taskforce will be timebound, meeting for the first time in November 2025, with recommendations to be delivered to the Mayor in March 2026.
Purpose and Objectives
The Taskforce has been convened to provide the Mayor with actionable, evidence-based recommendations for new climate finance mechanisms that can drive investment into London’s net zero priorities.
The Taskforce will:
- Engage with private finance and project sponsors to re-assess barriers to green investment at scale, co-develop solutions and innovative financing mechanisms, drawing on London’s experience to date.
- Focus on identifying and advancing supply-side measures that increase the availability and accessibility of finance to meet London’s investment needs.
- Explore solutions for how sufficient demand for investment can be built to match the supply of finance.
Appetite for new financing mechanisms to include decarbonisation and adaptation projects will be tested as part of the Taskforce’s work.
Deliverables
The primary output for the Taskforce will be a report for the Mayor which focuses on:

Specific, actionable recommendations for high-impact next steps to accelerate greater private investment into climate projects in London. These recommendations will be considered by the Mayor as a vital input to inform his approach to green finance going forwards.
Timelines
Roles and responsibilities
The Taskforce has been convened by the Mayor of London, Sadiq Khan, and is chaired by Dr Rhian Mari Thomas, Chief Executive Officer of the Green Finance Institute. The Green Finance Institute, with support from GLA officers, will act as the Secretariat for the Taskforce. The Mayor's Office and GLA officers will be represented and participate in all Taskforce meetings.
The Taskforce is made up of twenty senior representatives from the financial sector and London organisations. Taskforce members will be expected to attend three Taskforce meetings, meet with the Secretariat team bilaterally, as well as review and input into the development of the final report and recommendations.
