London Climate Finance Facility

Learn how we’re financing green projects to speed up London's journey to net zero.

The London Climate Finance Facility (LCFF) focuses on accelerating green projects across the capital by leveraging both public and private finance.

We offer a mix of loans, grants, project support and more to organisations looking to decarbonise. We also work closely with investors and key partners to help speed up work towards a zero carbon London.

Why green finance in London

It's estimated we need more than £75 billion invested in buildings, energy, transport and other infrastructure to achieve London's net zero by 2030 target.

Money for this will need to come from a mix of public and private finance, investment and grant funding. Even with more government commitment, we'll need higher private investment to achieve London’s ambitions. 

That's why the Mayor launched the LCFF in 2023 – to unlock funding and accelerate decarbonisation in London. The Greater London Authority (GLA) seeks to unlock more finance for decarbonisation through the Green Finance Taskforce, while delivering on our current funds.

LCFF aims to:

  • Unlock billions of long-term, flexible, private finance to support the decarbonisation of London's buildings, energy and transport systems, thereby tackling the triple dangers of toxic air pollution, climate change and congestion.
  • Accelerate significantly the development and delivery of climate and environmental projects, working with strategic partners. 
  • Build on London's existing financing capabilities to secure investment for London and strengthen its competitiveness.

The GLA continues to develop its approach to climate finance in London, building on the Green Finance Institute’s initial report and learnings from the LCFF so far.

The Mayor’s Climate Finance Task Force started work in November 2025. They'll bring together senior investors and London stakeholders to identify proposals for new financing mechanisms, which unlock private investment at the scale needed to facilitate London’s transition to net zero.

The Taskforce will report back with recommendations in March 2026.

Explore net zero funds

If your organisation is looking to decarbonise, you can explore our two active funds. The Green Finance Fund (GFF) offers flexible debt finance at low rates. The London Energy Efficiency and Decentralised Generation Fund (EDGE fund) offers bespoke equity finance for large projects.

The Mayor’s Green Finance Fund will lend up to £500m to projects that help London meet its net zero ambitions.
