Summary of petition
“Network Rail have planned to replace the fencing between Springfield Road E4 and Chingford Station. It has been suggested they would use either a wire mesh fence or metal picket fence. His will materially increase the noise from the trains and significantly change the view from the street.
We call upon TfL and Network Rail to hold a public meeting with residents to discuss proposals before any work commences with a view to reducing the noise levels and appearance of the street which will have a material effect on the quality of the resident’s lives.”

"Thank you for the petition presented to the London Assembly (Plenary) Meeting on 7 September about Network Rail's decision to replace fencing between Springfield Road E4 and Chingford Station.
I am fully aware and appreciative of the residents' concerns. The boundary wall in question is owned and maintained by Network Rail and runs alongside a Transport for London (TfL) London Overground train depot, which is operated by Arriva Rail London. The fence is in a poor condition and needs to be replaced though the plans for the replacement fence are not yet finalised.
I understand that Network Rail representatives met with residents on 18 September to discuss concerns about the kind of fencing and noise mitigation. Network Rail has assured them that it is looking at various noise reduction options. To better inform the plans for the replacement fence, I also understand the Network Rail has commissioned acoustic surveys to be carried out at various points on either side of the wall. Network Rail will advise residents of the results when complete. I hope this provides some reassurance to residents."
