Your answer to Question 2019/8978 described the ways of measuring transport connectivity using the TfL WebCAT PTAL and TIM but the answer did not clarify how PTAL and TIM could be used to implement Policy D6 or how these parameters could be used to interpret the appropriate densities of a proposed development. How should the WebCAT PTAL and TIM parameters be used to determine the acceptability or otherwise of an individual development proposal without some form of detailed guidance or methodology once the Density Matrix has been removed?

The policies in your draft London Plan do not set out a clear and systematic approach to assess development proposals that reflect site specific circumstances.
