Future changes to the standards

The standards for the NRMM Low Emission Zone will get tighter over time:

  • From 1 January 2025 the standards will be stage IV throughout London.
  • From 1 of January 2030 the standards will be stage V throughout London.
  • From 1 of January 2040 only zero emission machinery will be allowed.

NRMM Register

Most sites in the NRMM Low Emission Zone will be required to log all machinery (with a power rating between 37 kW and 560 kW) using the online register.

If you're a new user, you will need to create an account before you can start using the site.

If you're an existing user, you can use your account to:

  • register a new site
  • register machinery on an existing site
  • accept an invitation to register machinery at someone else’s site.

The register is also the only way site operators can get an exemption or approval to use retrofitted or specialist equipment.

Compliance by Retrofit

If your machine does not meet the emissions standard for the site you plan to use it on, you can retrofit additional pollution control equipment as an alternative to replacing the machine or the engine.

There are a variety of retrofit systems available and some are more effective than others. To ensure the systems fitted are suitable for the NRMM Low Emission Zone, we will only accept retrofits listed on the Energy Saving Trust website.                                               

All retrofitted machines within scope (between 37kW and 560kW) require an exemption. For details on how to submit an exemption requested for retrofitted NRMM please refer to the full Exemption and Retrofit Policy below.

Exemptions

In limited circumstances we can issue exemptions for individual machines that do not meet the standards and have not been retrofitted.

Evidence must be provided when applying for an exemption. Every exemption request is considered on a case-by-case basis.

Helpful tips for applying for exemptions

For all NRMM exemption requests, please provide as much evidence as possible to support your application.

For generator exemption requests

If you're applying for an exemption for a Stage IIIA generator because you're unable to source a Stage V generator, please upload the following evidence:

  • A dated statement issued within the last 6 months from the supplier confirming that no Stage V solutions are available for the site and details of the supplier’s outstanding orders to demonstrate they are working towards a Stage V fleet.
  • Loading data (or equivalent) to demonstrate the power demand on site, with an explanation of any loading issues that apply.
  • Clarification on what other technologies were considered to try to overcome the loading issues, including battery options where appropriate.
