    Thousands of London hotel room attendants work for housekeeping sub-contractors. According to Unite the Union, hotel chains such as Hilton and Intercontinental Hotel Group (IHG) contract their housekeeping service providers to invoice by the number of rooms cleaned, rather than by the hours worked. Attendants have to increase their productivity rate to achieve minimum wage, and often work far beyond their finish time to meet targets for no extra pay. Will your proposed Fairness Unit investigate this sort of exploitative business practice?

In your answer to question 2016/3848 you made a commitment to produce a Fuel Poverty Action Plan. Will your Fuel Poverty Action Plan include policies that protect occupants of HMOs from the impact of fuel poverty and require landlords to improve the condition of these properties?
