Is the Mayor aware of the serious difficulties faced by charities, voluntary organisations and youth groups in London due to the Low Emission Zone? Many of these organisations are reliant on vehicles such as minibuses and horseboxes, but cannot afford either to adapt their vehicles or pay the £200 charge. Does the Mayor agree that these organisations are being unfairly penalised, and will he urgently consider exemptions or other forms of assistance for them?
