I wanted to pick up first on Project Daedalus and then moving forward on that. Obviously in the detailed evaluation report that we have had it showed the reoffending rate for those leaving the Heron Unit was 53%, whereas the national reoffending rate was 70%, but that was only for the first cohort. I am wondering, are you going to be looking at the later cohorts to assess what their reoffending rate was - which would mean we probably would not get the final details until the end of next year?

I just want to pick up that with the big redevelopment of your training facilities up at Hendon, I was just wondering, there are huge challenges there I think over the next three years. I had wanted to ask the Commissioner about police stations following what Stephen had said about how he was going to look at reviewing potential closure of police stations and the Mayor confirmed a change to his front counters policy, to find out what work is going on. In retrospect, do you regret perhaps not negotiating more robustly - I am choosing my words with care - with the IOC over some of its more elitist demands? For example, we spent vast amounts of money upgrading the transport system but it is insisting that nearly half the people have got the right to use the roads.

I am not arguing with the principle. I am just trying to understand how many of the 70,000 volunteer places will actually be available if the sponsors take up their allocation and do not decide to give them to the community. How many are going to be available for the community? Is it 60,000, is it 50,000 or is it 65,000?

I will come on now to sponsorship. There have been reports in the press that sponsors are going to get an allocation of tickets, which is perfectly understandable. I suppose you share my view and hope that it will not be like Wembley, where so many of the tickets are sold to people who have no interest in football and have their back turned to the game. Still, even in what you have just described, you have not mentioned any interaction with the people on the ground ' the businesses ' at this stage. You are talking about consulting the boroughs and consulting other stakeholders. I would have thought that at this stage, you need the information from the people who are going to be looking for the contracts, and who are going to be producing it.
