    OK, and the final thing; I know I threw so many questions at you, but will the targeted offer be distributed to small groups with multiple needs?

    My key concern is that it is not a scattergun approach that it goes to a lot of schemes but that it is targeted on very specific small schemes where it can actually do some good. Thank you.

    I have a couple of specific questions; maybe I will cover them all together. First of all, is it just going to be for two years and will you ensure that the additional money will go to those schemes, many of which are working very successfully, rather than try to reinvent the wheel with trying to identify other schemes? Will young people decide how the offer money is going to be spent, and can you confirm that the targeted offer will be distributed to small groups with multiple needs?

    I take the point, wholly, that the train operating companies should be paying for their policing. Historically they do not. I do not think the public is going to be much impressed by this turf war.

    I wholly agree that this is best served to get sorted out pragmatically and at borough level, but can I suggest that it might be helpful, if it is not already happening, for the MPA to take the lead in discussion with what used to be the ALG, London Councils, as I think it is now, to try and start some thinking about how to rationalise what is becoming an increasingly complex consultative structure with often the same people going to lots of meetings saying exactly the same thing.

    You anticipated my next question which was, if we count the Olympics towards that target, so the real issue, as it were, is for non-Olympic area target for the rest of London that we need to highlight and make sure that that is sufficiently ambitious to give us the brownfield site to protect the greenfield and then green belt.
