    We very much welcome the fact that we are finally going to get sight of this document on Tuesday. One of my major concerns in all this debacle has been for the boroughs. I was approached by several, including my own borough of Kingston, who are currently attempting to put together their own waste minimisation strategy. They have found it completely impossible to do so, with all the delays we have had.
